The Ministry of Education and Training has just issued Guidelines for implementing secondary education tasks for the 2024-2025 school year, the year of implementing curriculum and textbook innovation for grades 9 and 12. This is also the first generation of students to take the 10th grade entrance exam and high school graduation exam under the new program with major changes compared to before, both in terms of the number of subjects and the way the exam questions are created.
In terms of testing and assessment for secondary schools, the Ministry of Education and Training requires: "Strengthen the construction of question banks and test matrices according to the requirements of the subject program; prepare 9th grade students to get acquainted with the orientation of the entrance exam for grade 10, and 12th grade students to get acquainted with the orientation of the high school graduation exam."
The Ministry of Education and Training also requires the assessment of junior high school and high school students to be carried out in accordance with regulations, not exceeding the requirements of the program, noting some contents: developing a test and assessment plan in accordance with the teaching plan; strengthening the implementation of periodic tests and assessments through practical exercises and learning projects.
"For literature, avoid using texts and excerpts learned in textbooks as test materials to assess reading comprehension and writing skills in periodic tests to overcome the situation where students only memorize lessons or copy content from available documents," the Ministry of Education and Training suggested.
Previously, assessing the implementation of the 2018 General Education Program until the end of the 2023-2024 school year, the Department of Secondary Education (Ministry of Education and Training) said that student assessment has gradually shifted from focusing on results and classification according to knowledge standards to considering the learning process, assessing students' progress, abilities and qualities comprehensively.
Conduct regular assessments for all students in various forms: assessment through observation of classroom activities; assessment through learning records, notebooks or learning products; assessment through students reporting the results of a learning project, scientific and technical research, reporting the results of practice and experiments; assessment through presentations on the results of learning tasks.
"Synthesizing results from localities on the final assessment results of school years from the 2020-2021 school year to present shows that student quality meets output standards and requirements, with some outstanding points compared to the 2006 General Education Program," said the Ministry of Education and Training.
However, according to the Ministry of Education and Training, the implementation of innovation in teaching methods, testing and assessment in some educational institutions has not been effective. A number of educational managers and teachers do not have full awareness of innovation in testing, testing and assessment; the capacity to apply new techniques and assessment methods is limited; the capacity to apply technology is low, not meeting the requirements of innovation in general education programs.
According to the decision of the Ministry of Education and Training, in the high school graduation exam from 2025, the first year students graduate under the 2018 General Education Program, candidates will only take 4 subjects. Of which, there are 2 compulsory subjects: literature and mathematics; 2 optional subjects (among the remaining subjects studied in grade 12 including: foreign languages, history, physics, chemistry, biology, geography, economic and legal education, information technology, technology).
In the high school graduation exam from 2025, there will only be one subject, literature, which will be tested in essay format with a time limit of 120 minutes. The exam consists of 2 parts: reading comprehension (4 points), writing (6 points). The remaining subjects will be tested in multiple choice format, in which math will be tested in 90 minutes, the remaining subjects will be tested in 50 minutes.
