At the invitation of Prime Minister Pham Minh Chinh, Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin paid an official visit to Vietnam from January 14 to 15. The visit took place in the context of Vietnam and the Russian Federation preparing to celebrate the 75th anniversary of the establishment of diplomatic relations (January 30, 1950 - January 30, 2025), an important milestone in the journey of development companionship spanning over 70 years.
The visit also affirmed the strong commitment of the two countries' senior leaders to consolidating and promoting the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation to develop in depth, substance and effectiveness.

The 75-year journey of cooperation has marked many important steps forward in the friendship and close cooperation between Vietnam and the Russian Federation. On January 30, 1950, the two countries officially established diplomatic relations. The Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation, signed in 1994, laid the foundation and legal basis for bilateral relations in the new development stage. The two countries upgraded their relations to Strategic Partnership and Comprehensive Strategic Partnership in 2001 and 2012, respectively. These achievements are the result of the persistent efforts of generations of leaders and people of Vietnam and the Russian Federation, creating an important foundation for further developments in bilateral cooperation in the coming time.
Over the past time, the political relations between Vietnam and the Russian Federation have maintained a high level of trust and have been constantly strengthened. Regular exchanges of high-level delegations have created a strong driving force for the development of the Comprehensive Strategic Partnership between the two countries.
During Russian President Vladimir Putin's State visit to Vietnam in June 2024, the two sides issued a Joint Statement on deepening the Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the Fundamental Principles of Vietnam-Russian Federation Friendship Relations.
On the basis of high political trust, Vietnam-Russia relations have developed positively in many areas. After the Covid-19 pandemic, bilateral trade turnover has gradually recovered, reaching 3.63 billion USD in 2023; reaching 4.1 billion USD in 11 months of 2024, up 27.4% over the same period in 2023.
Regarding investment, as of early November 2024, Russia had 199 investment projects in Vietnam with a total registered capital of about 990 million USD, ranking 26th among countries and territories investing in Vietnam. Meanwhile, Vietnam has 16 valid investment projects in Russia with a total registered capital of 1.6 billion USD, ranking 4th out of 81 countries and territories that Vietnam has invested in.
Education and training is a bright spot in cooperation between the two countries. The former Soviet Union helped Vietnam train nearly 40,000 excellent cadres and experts in many different fields.
Currently, Russia continues to support Vietnam in training human resources. Since 2019, Russia has increased the number of scholarships for Vietnam to about 1,000 per year. Currently, there are about 5,000 Vietnamese students studying in the Russian Federation. In addition, the community of about 60,000 to 80,000 Vietnamese people in Russia is an important link, helping to strengthen the strong friendship between the two countries.
Cooperation between the two countries in the fields of culture, science and technology, etc. has also developed well. Cultural exchange activities are held regularly, contributing to enhancing understanding and friendship between the people of Vietnam and Russia. The two sides annually and alternately organize Cultural Days in Vietnam and Russia.
Meanwhile, local cooperation continues to be maintained and enhanced through delegation exchanges and the signing of many cooperation agreements. Currently, there are about 20 pairs of relations between localities of the two countries established, especially between Hanoi, Ho Chi Minh City and Moscow, Saint Petersburg.
Welcoming Russian Prime Minister Mikhail Vladimirovich Mishustin to pay an official visit to Vietnam is an important foreign policy activity of our Party and State; affirming the consistent foreign policy of the 13th National Party Congress of independence, self-reliance, peace, cooperation and development, diversifying and multilateralizing foreign relations, in which priority is given to countries with traditional friendly relations.
