BHG - The project to supply electricity to Na Dau hamlet, Ha Son village, Yen Binh town was invested in 2020 from the capital of the National Target Programs to meet the demand for electricity in daily life, develop production, improve the cultural and social life of ethnic minorities in the hamlet. The project is invested by the Quang Binh District Investment and Construction Project Management Board (PMU) including the following items: Construction of a new 35 kV power line with a length of 128m, a 100 kVA transformer station and a 0.4 kV power line with a length of 2,065m... The total investment is over 2.14 billion VND. The project will be completed and put into operation in 2021.

When the project was completed and put into operation, the people were very excited. Many households purchased household appliances such as televisions, electric fans, refrigerators, corn grinders, vegetable and grass cutters, etc., helping to improve the material, cultural and spiritual life of the people.

According to information from Quang Binh Electricity, in early July 2024, heavy rains accompanied by thunderstorms damaged the transformer of Na Dau Transformer Station, causing power outages for 21 households. When the incident occurred, the households in Na Dau hamlet and the leaders of Ha Son village reported to the People's Committee of the town to request the district to arrange funds for repairs. It is known that this project was invested in by the district and the assets have not been handed over to the electricity sector for management (Quang Binh Electricity has only temporarily taken over the operation and sale of electricity to households). Therefore, the responsibility for repairs falls under the authority of Quang Binh District. Quang Binh Electricity also issued Document No. 27 dated July 13 reporting the situation and requesting the District People's Committee to direct the resolution of this incident.
However, according to the representative of the Quang Binh District Construction Investment Project Management Board, the unit has submitted report No. 212 dated July 14, 2024 to the District People's Committee and the District Finance and Planning Department on the incident status of Na Dau Transformer Station. At the same time, it coordinated with Ha Giang Electricity Service Enterprise to develop a technical plan to repair the incident at Na Dau Transformer Station. On November 11, 2024 and February 17, 2025, the Quang Binh District Construction Investment Project Management Board submitted reports No. 254 and 20, respectively, to the District People's Committee requesting funding to repair, install and test electrical equipment at Na Dau Transformer Station. However, up to now, the district has not yet arranged funding for the repair.

It is known that Na Dau hamlet has 25 households, including 12 poor households and 7 near-poor households. Currently, the transformer station serves the electricity needs of 21 households. Over the past 8 months, many households have been upset because they have petitioned many times but the district has not paid attention. “We feel abandoned. For the past few months, children in the hamlet have not had electricity to study. Many family activities have been disrupted. Electrical equipment is left unused, rusted and easily damaged due to long-term disuse. My family lives near Provincial Road 178, so we have to borrow electricity from households on National Highway 279, nearly 1 km away. Households in the inner part of the hamlet cannot get electricity and suffer a lot,” said Mr. Vuong Van Huu, a resident of Na Dau hamlet.
According to the technical plan to repair the Na Dau Transformer Station calculated by Ha Giang Electricity, the total cost to fix the problem is about 150 million VND. This is not a large amount of money, but it is unclear why for more than 8 months, Quang Binh district has not arranged funds or directed the repair, even though people have made many requests and specialized agencies have reported and submitted requests for funding for the repair. Secretary of the Ha Son village Party cell, Vuong Van Uong, said: "I and the people of Na Dau hamlet really hope that the district will soon direct the repair of the Transformer Station, so that households can continue to use electricity and effectively exploit the invested power system, avoiding people falling into difficult circumstances like now."
