At the meeting, the Department of Environment, the Department of Environmental Pollution Control, and the Department of Nature Conservation and Biodiversity reported on the results of task implementation in 2023.
Reporting to Deputy Minister Vo Tuan Nhan, the Department of Environment said that since the beginning of 2023, the Department has organized a delegation to inspect the compliance with environmental protection laws of Vietnam Airports Corporation, transferred the decision to fine the Corporation VND 270 million and requested the Corporation to take measures to remedy the dust pollution caused by project construction activities.
In the process of receiving and processing administrative procedures for environmental impact assessment reports, the Department of Environment discovered and recorded administrative violations of 21 establishments with a total fine of VND9.25 billion. The Department also coordinated with the Ministry Inspectorate to verify and resolve complaints regarding the case of Van Dao Company Limited.
At the same time, the Department of Environment submitted to the Ministry's leaders Decisions No. 3052/QD-BTNMT and 3438/QD-TNMT to inspect the compliance with environmental protection laws of investment projects according to the requirements of the decision approving the results of the appraisal of EIA reports in the Northern and Southern regions.
Regarding the work of developing and completing the national environmental planning, the Department of Environment said that the Department has completed the draft Planning Appraisal Report and advised the Deputy Minister to issue Official Letter No. 7835/BTNMT-MT to ask for opinions from members of the Appraisal Council on the draft Appraisal Report. Based on the opinions of the members, the Ministry issued Official Letter No. 9213/BTNMT-MT dated October 27 to Deputy Prime Minister Tran Hong Ha - Chairman of the Appraisal Council to approve the Planning Appraisal Report.
For the Department of Environmental Pollution Control, in early 2023, the Department was assigned to develop 11 standards, of which 4 have not yet been issued. Up to now, the Department has basically completed the implementation of inspection and control activities.
In particular, regarding the control of large emission sources, the Department of Environmental Pollution Control has completed two monitoring rounds for all large facilities in all three regions of North - Central - South.
Regarding this content, Deputy Minister Vo Tuan Nhan directed that after the meeting, the Department of Environmental Pollution Control advise the Ministry to sign a general directive on controlling large sources of emissions, reminding localities to focus on preventing environmental problems in December.
“In pollution control, we need to pay more attention to prevention than treatment because treatment is mandatory when an incident has occurred. The document requires the People's Committees of the provinces to coordinate with the relevant agencies to truly prevent environmental incidents , ” the Deputy Minister emphasized.
Regarding the issue of environmental license approval, the Deputy Minister noted the strict implementation of the approval process and license content.
“If natural disasters, storms, and floods can cause discharges to the environment, who will be responsible? The environmental license must clearly state the investor’s responsibility for this issue. The investor needs to have a clear commitment. That is the responsibility to prevent and ensure absolute safety against environmental incidents,” said Deputy Minister Vo Tuan Nhan.
In the field of biodiversity conservation, the Department of Nature Conservation and Biodiversity said that in 2023, the Department has accelerated the progress of developing and implementing tasks and projects on biodiversity conservation related to wetland ecology, protecting endangered and rare species, developing environmental protection regulations for natural heritages, geoparks and atmospheric reserves...
At the same time, the Department also promotes international cooperation activities on nature conservation and biodiversity, focusing on submitting to the Ministry of Natural Resources and Environment for consideration and approval of international cooperation project documents agreed upon by donors, and proposing the implementation of the Kunming - Montreal Global Biodiversity Framework in Vietnam.
At the meeting, units from the Department of Planning and Finance, the Department of Legal Affairs, the Ministry Office, Science and Technology, Personnel Organization, the Ministry Inspectorate, etc. also gave opinions on coordinating the implementation of environmental tasks.
Concluding the meeting, Deputy Minister Vo Tuan Nhan acknowledged the reports of the agencies and directed the units responsible for drafting legal documents, projects, and guidance documents to promptly complete the work and submit them for signing according to the assigned schedule. Deputy Minister Vo Tuan Nhan assigned the Department of Environment to be the focal point for synthesizing and advising on state management work and implementing the general plan on circular economy and the content of green credit and green bonds.
