Comrade Trinh Minh Hung, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: In the past half of the term, the implementation of the Resolution of the 9th Party Congress of the Department of Labor, War Invalids and Social Affairs, term 2020 - 2025, was carried out in conditions with many advantages and difficulties intertwined. Right from the beginning of the term, the work of creating jobs for workers encountered many difficulties due to the Covid-19 pandemic, many businesses had to temporarily suspend operations, workers had to quit their jobs to quarantine, blockade... greatly affecting people's lives. However, under the strong direction of the Provincial Party Committee, the Provincial People's Committee, the participation of sectors, levels and localities, the step-by-step implementation of removing difficulties for businesses has helped reduce negative impacts on workers.
The Department of Labor, War Invalids and Social Affairs proactively connects, develops plans and has specific solutions to promote the program of sending workers to work abroad under contracts. In the past half term, it has organized the sending of 2,301 workers to work abroad, focusing on markets such as Japan, Korea, Taiwan... reaching 63.91% of the plan.
Employment for workers in the province has also received attention. From 2020 to now, 70,916 workers have been employed, reaching 77.08% of the plan. Along with removing difficulties for businesses, the province has mobilized many resources to create jobs and stabilize people's lives. During the epidemic period, consulting and job placement units flexibly implemented connection programs, supporting workers to find jobs directly and online.
After the Covid-19 pandemic was basically controlled, job exchanges were organized to effectively connect labor supply and demand. In addition, Associations and Unions such as the Farmers' Association, Women's Union, and Youth Union organized many vocational training classes, training sessions, and technology transfer, etc. Career guidance and vocational training were promoted.
Over the past 2.5 years, all levels have organized 59 seminars and job consultations, providing consultation to 22,279 people. Organized 10 job fairs with 93 businesses and 1,908 workers participating. Resolved unemployment insurance benefits for 23,126 workers, with a total amount of over 382 billion VND. Appraised 25 new licenses, extended 14 licenses and reissued 02 work permits for foreigners.
At the same time, vocational education is focused. Vocational training institutions and enterprises have recruited and trained 50,890 people, reaching 53.56% of the plan. The quality of vocational training is increasingly appreciated by enterprises and employers. By the end of 2022, the rate of trained workers had increased to 68.99%; the rate of workers with diplomas and certificates reached 35.97%. To date, the province has 17 vocational training institutions, including: 02 colleges, 07 Vocational Education - Continuing Education centers, 01 Private Vocational Education Center and 07 other educational institutions with regular training. In addition, there are more than 20 enterprises, companies, cooperatives, and production establishments participating in vocational training activities in the form of regular training and elementary training, contributing to solving employment after vocational training for local workers.
Dr. Nguyen Chinh, Party Secretary and Principal of Tra Vinh Vocational College, said that from 2020 to now, the school has enrolled and trained 11 intermediate-level majors and occupations, 08 college-level majors and occupations, 03 intermediate-level to college-level bridging occupations, and 02 college-level to university-level bridging occupations; enrolled and trained 69 elementary-level occupations and vocational training under 3 months. In the past half-term, the school has enrolled and trained 2,081 students (1,649 college-level students, 432 intermediate-level students), 1,180 elementary-level and vocational training students under 3 months.
Every year, the rate of students with good academic performance or better is 59.3%; organizing exams and considering graduation recognition for over 1,000 students, reaching 95%; introducing jobs for graduating students, reaching 98%. In the past half term, 640 students achieved good, excellent, and excellent emulation titles in the school year, accounting for 30%; 16 groups of advanced students, accounting for 20%; 26 students were awarded for the entire course. The average dropout rate of students is below 12%/year; the annual training classification is from good or better, accounting for 87%.
The construction and development of the workforce has always been a special concern of the Tra Vinh Provincial Party Committee in all periods, leading and directing the implementation in accordance with each stage of the province's socio-economic development. After half a term of implementing the Resolution of the 11th Tra Vinh Provincial Party Congress, term 2020 - 2025; the workforce of the province has developed remarkably in all aspects: the whole province has more than 61,750 workers, present in most industries, occupations, fields and economic sectors. The province has many knowledgeable and highly skilled workers in many new fields and occupations, such as: processing, manufacturing pharmaceuticals, chemicals, biotechnology, telecommunications equipment, automotive equipment, refrigeration, etc.
Mr. Le Quoc Trung, a worker at a refrigeration facility in Ward 1, Tra Vinh city, said: In 2022, after graduating from the Refrigeration major at Tra Vinh Vocational College, I got a job at a facility in Tra Vinh city, earning 7 - 8 million VND per month.
From effective solutions on labor training and job creation, after 2.5 years, the province has reduced the poverty rate by 2.92% (equivalent to a reduction of 8,404 households), of which the poverty rate of Khmer ethnic households decreased by 5.93% and the near-poor household rate decreased by 3.37%.
In the remaining half of the term, it is forecasted that there will be many difficulties and obstacles, requiring sectors at all levels to be determined to implement more synchronous and effective solutions regarding labor and employment policies. Continue to improve human resource training, improve vocational skills, increase labor productivity, and build a friendly working environment.
