On September 27, information from the Ho Chi Minh City People's Committee said that it is researching and piloting the establishment of a Public Administration Service Center in the city.
According to the Ho Chi Minh City People's Committee, the pilot implementation of the establishment of the Public Administration Service Center is an inevitable step, based on the inheritance of the results achieved from the "Current One-Stop Shop Model" to improve the quality of administrative procedure settlement (TTHC) serving people and businesses in the new context.
The Public Administration Service Center under this model plays a general coordination role, is an effective tool to serve the management and direction of the leaders of the Ho Chi Minh City People's Committee. Maximizing the scope of receiving administrative procedures at one location in the direction of receiving records and public services regardless of administrative boundaries.
Facilitate the strong application of information technology in guiding, supporting implementation, organizing reception, digitizing and monitoring, coordinating the settlement of administrative procedures, and providing public services. Unify the use of platforms, applications, and shared database services to avoid waste. Improve service quality and satisfaction of organizations and individuals in accessing and implementing administrative procedures, in which 100% of administrative procedure records are public, transparent in the reception and settlement process so that organizations and individuals can monitor, supervise, evaluate, and ensure a unified and synchronized service experience among One-Stop Departments.
At today's thematic meeting, September 27, the 18th session of the 10th term People's Council of Ho Chi Minh City met and voted to approve the pilot establishment of the Public Administration Service Center under the Ho Chi Minh City People's Committee, abbreviated as HCMC PASC.
The Center has legal status, its own seal and account at the State Treasury and Bank, and is funded from the State budget according to regulations.
Resolve administrative procedures quickly
On September 27, a representative of the Binh Duong Provincial People's Committee said that Binh Duong is one of two southern localities selected to pilot the model of a one-level public administrative service center under the Provincial People's Committee.
In Binh Duong province, the model ensures that every citizen can access public services provided within a distance of less than 30 minutes of travel time or within a radius of no more than 5 km, suitable for the place of residence, study, and work. Ensure flexibility in the arrangement of one-stop staff in accordance with the conditions and situation of receiving and handling administrative procedures in each area, avoiding local overload.
According to the leaders of Binh Duong province, with this model, the average file receiving productivity of a staff member on duty at the One-Stop Department in a year will reach a minimum of 1,600 files in the province; 1,200 files in rural areas; 800 files in remote, isolated and extremely disadvantaged areas. Processing files at lightning speed, reducing the waiting time of organizations and individuals to an average of a maximum of 15 minutes/1 transaction; the time to receive and process files will be at least 30 minutes/1 file by 2025.

In Binh Duong, the project is divided into 3 phases. Phase 1, from September 30 to December 31, 2024: Deploy the establishment and launch of the One-level Public Administration Service Center. Maintain 09 branches with the name of the Public Administration Service Center. 91 One-stop Departments of 91 communes, wards and towns still keep their names.
Phase 2, from January 1, 2025 to June 30, 2025: The Provincial Public Administration Service Center will consolidate the One-stop staff to consider the personnel arrangement plan from departments, specialized divisions, Postal staff, and specialized staff in accordance with the practical situation. Combined with the issuance of the list of Non-administrative boundaries in receiving administrative procedures. Establish 9 branches of the Public Administration Service Center (type 1) on the basis of merging branches of 09 district-level localities and 09 One-stop departments of central wards and towns; maintain 82 One-stop departments at commune level - One-stop points as they are currently.
Phase 3, from July 1, 2025 to the end of 2025, review and select the integration of a number of One-Stop Shops in wards in cities to establish new branches or inter-ward One-Stop Shops when meeting the requirements on headquarters, travel distance, number of records generated, personnel and results of the pilot implementation of phase 2 and criteria for organizations, businesses and people to access public services within a radius of less than 30 minutes of travel or within a radius of no more than 5 km. At the same time, expand the scope of the list of Non-administrative boundaries in receiving administrative procedures.
Recently, the Government Office delegation had a working session with the leaders of Binh Duong province. The delegation assessed that, among the four localities selected for the pilot (Binh Duong, Hanoi, Ho Chi Minh City and Quang Ninh), Binh Duong is the most favorable for the pilot. Here, the District Public Administration Service Centers were deployed early; the geographical conditions between localities in the province are even, and the urbanization rate is high.
