Ho Chi Minh City deploys digital citizen application, connects and integrates identification system

Accordingly, Ho Chi Minh City is the first locality in the country to complete the digitization of 4 types of civil status books: marriage registration books, birth registration books, death registration books and registration books for recognition of fathers, mothers and children with a total of more than 12.8 million records; all digitized civil status book data of the city has been synchronized with the civil status database of the Ministry of Justice. From June 15, 2022, the city will issue copies of marriage certificates, birth certificates, death certificates, and registration of recognition of fathers, mothers and children from the city's shared data warehouse to people without depending on the place of registration, the place of storage of civil status books and the place of residence.

Ho Chi Minh City has also established a shared data warehouse of the city with 45 groups of databases of various fields; document and management databases of the City People's Committee, departments, districts, Thu Duc City, administrative procedure database (TTHC), database of socio-economic information synthesis, in addition, the city has also created a complete GIS data warehouse with 201 GIS data layers (maps + attributes).

From October 2022, the City will deploy a centralized administrative procedure settlement information system for the entire city, accordingly, all results of handling administrative procedures arising will be digitized. The City People's Council issued Resolution No. 07/2024/NQ-HDND dated May 19, 2024 regulating the collection of fees for performing administrative procedures applying online public services in the City (applying the fee collection level for performing administrative procedures through online public services of 0 VND from May 29, 2024 to December 31, 2025) for 5 types of fees (98 administrative procedures).

Regarding online public services, the City has resolutely directed agencies and units to regularly review, restructure, and simplify administrative procedures. The results achieved as of September 20, 2024, the Chairman of the City People's Committee approved 1,180/1,695 internal procedures that have been restructured, including a reduction in the time to handle administrative procedures (more than 3,512 working hours have been reduced), and steps to handle administrative procedures have been simplified (1,180 internal procedures have all been reduced by 1 to 2 steps in the process); the City has approved 966 lists of administrative procedures to perform online public services, including 611 full-process public services and 335 partial public services; approved 1,695 internal procedures to handle administrative procedures applied in the City.

In the coming time, the Ho Chi Minh City People's Committee requires heads of units to regularly review and evaluate the progress of the assigned tasks of Project 06, promptly complete outstanding tasks and tasks that have not yet met the specified progress; focus on implementing solutions to resolve a number of contents identified as "bottlenecks".

At the same time, deploy digital citizen applications, connect and integrate the electronic identification and authentication system managed by the Ministry of Public Security (VNeID). Focus on effectively deploying the Electronic Health Book model and issuing Criminal Records through the VNeID application.

In addition, continue to focus on solutions to ensure that population data is always "correct, sufficient, clean, and alive", coordinate with departments and branches to clean and enrich the city's shared data to serve the work of synchronizing, connecting and sharing data to improve the quality of receiving and handling administrative procedures for people and businesses in the city.

In addition, promote the implementation of lump-sum tax collection for individual business households and promote the implementation of electronic invoices generated from cash registers to prevent tax losses.
