According to the plan, in early January 2024, Ho Chi Minh City will implement sidewalk fees on nearly 900 streets in 5 areas. Most of the streets on the fee list have already been marked with lines. However, implementation has not yet begun.
The Ho Chi Minh City Department of Transport has recently sent a document to local authorities regarding the collection of fees for the temporary use of roadways and sidewalks in Ho Chi Minh City.
Regarding the task of managing sidewalk fee collection, the Ho Chi Minh City Department of Transport requests that localities promptly review and propose implementation costs and prepare annual budget estimates to be submitted to the consolidating unit, which will then send them to the Department of Finance as per regulations.
The deadline for submitting cost estimates to the Department of Transport is March 15th.
According to the Department of Transportation's guidelines, sidewalks eligible for fee collection must be at least 3 meters wide, with 1.5 meters reserved for pedestrians. As for the road itself, after reserving at least two lanes for cars in each direction, the remaining space must be assessed for suitability before any activities other than traffic can be organized.
According to the licensing and fee collection procedures, the Department of Transport will be responsible for collecting fees on routes under its management. Routes under the management of districts and counties will be handled by the local authorities.

Area 1 has the highest fees for activities. Specifically, the fee for activities excluding parking is 100,000 VND/m²/month for central streets and 50,000 VND/m²/month for other streets.
The fee for paid parking services in Zone 1 is 350,000 VND/m2/month for central area streets and 180,000 VND/m2/month for other streets.
For other areas, the fees for activities other than parking range from 20,000 VND/m2/month to 30,000 VND/m2/month for the central area and 20,000 VND/m2/month for the remaining areas.
Parking fees range from 50,000 VND/m2/month to 100,000 VND/m2/month for central area streets and from 50,000 VND/m2/month to 70,000 VND/m2/month for other streets.
Ho Chi Minh City currently has 4,869 roads with a width of 5m or more, of which 2,271 have sidewalks, and 929 roads with sidewalks 3m or wider, totaling 673.3km in length, will be exploited. It is projected that the revenue will be approximately 1,522 billion VND per year (of which revenue from sidewalks accounts for 63.8%).
