On the morning of September 10, at the conference to summarize the 2023-2024 school year and deploy directions and tasks for the 2024-2025 school year for non-public educational institutions organized by the Department of Education and Training of Ho Chi Minh City, the requirement to separate business and school activities was once again emphasized by the management agency.
According to Ms. Ta Thi Minh Thu, Head of the Department of Management of Non-Public Educational Institutions (Department of Education and Training of Ho Chi Minh City), currently, the situation of transferring and changing investment capital appears more and more in non-public institutions but there are no clear legal regulations, causing difficulties for state management.
In particular, many units have not separated the activities of enterprises and schools, as shown through investment capital contribution contracts, grassroots trade union activities, and have not completed the school council recognition records as prescribed.
In the 2023-2024 school year, the Department of Education and Training Inspectorate has sanctioned 8 units for administrative violations, including 4 private schools; 2 foreign language and information technology centers; 1 unit providing life skills education and extracurricular education; 1 foreign-invested kindergarten.
Along with that, the Department of Management of Non-Public Educational Institutions (Ho Chi Minh City Department of Education and Training) issued a document requesting to review and rectify illegal operations of 8 non-public institutions; and to correct illegal advertising of 4 other units.
Speaking at the summary conference, Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training of Ho Chi Minh City, hoped for a more harmonious and close coordination between departments, branches, sectors, Thu Duc City People's Committee and 21 districts, and Departments of Education and Training in the management of non-public educational institutions to ensure objectivity, consistency and efficiency.
The Deputy Director of the Department of Education and Training of Ho Chi Minh City requested the Department of Management of Non-Public Educational Institutions to proactively review and contribute ideas to perfect the system of legal regulations on non-public education, and promptly deploy regulations to educational institutions throughout the city.
Ms. Le Thuy My Chau requested that the departments of the Department of Education and Training strengthen coordination with relevant units to conduct inspections, checks, and supervision of non-public educational institutions in a timely manner, support those with difficulties, and especially strictly handle violations.
On this occasion, the Department of Education and Training of Ho Chi Minh City awarded 105 units with outstanding achievements in the management and operation of non-public educational institutions.
By the end of the 2023-2024 school year, the city will have 2,136 non-public educational institutions. Of these, 94 are private schools with domestic investment, 21 are foreign-invested schools, and 17 are foreign-invested kindergartens. In addition, there are 968 foreign language and information technology centers; 144 short-term educational institutions with foreign investment; 180 life skills organizations; 16 centers for supporting and developing inclusive education; 674 study abroad consulting centers, and 22 representative offices.
The whole industry has 22,668 teachers, including 16,328 Vietnamese teachers and 6,340 foreign teachers.
The 2023-2024 school year is the first year that Ho Chi Minh City has issued a Coordination Regulation between the Department of Education and Training and departments, branches and sectors; Ho Chi Minh City Tax Department; Ho Chi Minh City Social Insurance; Thu Duc City People's Committee and 21 districts in state management of education for non-public educational institutions in the city.
