The Ho Chi Minh City Party Committee's Inspection Committee has just reviewed and disciplined two party organizations and five party members in two "super committees" on investment in urban and transport infrastructure due to their involvement in the Thuan An Group case.
The content was given by the Ho Chi Minh City Party Committee's Inspection Committee in a notice on reviewing and disciplining 2 party organizations and 8 individuals.
Accordingly, the Ho Chi Minh City Party Committee's Inspection Commission has disciplined the Party Committee of the Traffic Construction Investment Project Management Board (Traffic Board) for the 2020-2025 term with a reprimand. The reason is related to projects and bidding packages implemented by Thuan An Group Joint Stock Company and related companies in Ho Chi Minh City.
Specifically, the Party Committee of the Traffic Committee for the 2020-2025 term violated the principle of democratic centralism and the working regulations of the Party Committee; lacked responsibility in leading, directing, inspecting and supervising the implementation of political tasks, allowing the Committee to have shortcomings and violations related to a number of bidding packages; and was slow to implement inspection and audit conclusions of competent authorities.
Regarding the individual's responsibility for the above shortcomings and violations, the City Party Committee's Inspection Committee has disciplined Mr. Luong Minh Phuc, Party Secretary, Director of the Board, and Mr. Le Ngoc Hung, Deputy Director of the Board, and Mr. Nguyen Vinh Ninh, former Deputy Director of the Board.
Similarly, the City Party Committee's Inspection Commission has reviewed and disciplined the Party Committee of the Urban Infrastructure Construction Investment Project Management Board (Infrastructure Board) for the 2020-2025 term with a Warning.
The Party Committee of the Infrastructure Committee violated the principle of democratic centralism and the working regulations of the Party Committee; lacked responsibility and slackened in leadership, direction, inspection and supervision of the implementation of political tasks, allowing the Committee to have shortcomings and violations related to a number of bidding packages; some Party members who are key officials violated Party regulations and State laws on preventing and combating corruption and negativity.
Regarding the individual's responsibility for the above shortcomings and violations, the City Party Committee's Inspection Committee has disciplined Mr. Nguyen Hoang Anh Dung - Deputy Director of the Infrastructure Department by reprimand and expelled Mr. Le Thanh Tung - Head of Project 4 Management Board, Infrastructure Department.
Along with that, the City Party Committee's Inspection Committee has reviewed and disciplined organizations and individuals related to the incident at the Ho Chi Minh City Union of Friendship Organizations.
Disciplinary action in the form of reprimand against Mr. Do Viet Ha - Party cell secretary, Chairman of the City Union of Friendship Organizations.
Mr. Ha violated Party regulations and the working regulations of the union in leading, directing, inspecting, and supervising the implementation of political tasks, causing the union's inspection board to not properly implement the operating regulations, and allowing the deputy to perform tasks beyond his authority.
Disciplinary action was taken against Mr. Ho Xuan Lam - Deputy Secretary of the Party Cell, Vice Chairman of the City Union of Friendship Organizations for violating Party regulations in leading, directing, inspecting, and supervising the implementation of political tasks and not performing within his authority, not ensuring publicity and transparency in the collection and expenditure of mobilized resources.
Ho Chi Minh City has an alternative plan if Thuan An Company does not continue construction.
