On the morning of August 19, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, signed a document asking for the Prime Minister's opinion on guiding the calculation of land financial obligations for records arising after the effective date of the 2024 Land Law until the adjusted land price list is available. Currently, the locality is facing difficulties and obstacles in resolving administrative procedures regarding financial obligations during the transition period.
Specifically, from August 1, if the unadjusted land price list is applied without multiplying by the land price adjustment coefficient, it will not be close to the actual price in the locality. On the other hand, this land price list is limited by regulations on land price framework, so in recent years it has not been suitable.

On the other hand, the 2024 Land Law does not have provisions for applying the adjustment coefficient as before. Applying the previous land price list without multiplying the adjustment coefficient will not be appropriate.
The People's Committee of Ho Chi Minh City found that it was necessary to revise and adjust the old land price list. The People's Committee of the city has directed departments, branches and units to urgently coordinate to adjust the land price list.
Currently, the draft of the adjusted land price list is being coordinated by the Ho Chi Minh City People's Committee and the City People's Council to organize a thematic discussion, dialogue, direct consultation with delegates and a social criticism conference according to the process of drafting legal documents.
In order to avoid congestion in the process of resolving records related to financial obligations on land arising from August 1 until the adjusted land price list is issued, the Ho Chi Minh City People's Committee proposed that the Prime Minister assign the Ministry of Natural Resources and Environment and the Ministry of Finance to guide the implementation of resolving the above problems.
Previously, at the program "Land Law 2024: People's rights and obligations - Government's responsibilities" held on August 18, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, said that regarding the adjusted land price list, it is expected that early next week, the city government will report to the People's Council to receive comments before submitting to the Standing Committee of the City Party Committee. The adjusted land price list of Ho Chi Minh City must comply with the provisions of the Land Law 2024 and be suitable for local realities.
"The problem that arises is which land price list will be applied to fulfill financial obligations after August 1. This is a problem for other localities, not just Ho Chi Minh City. Early next week, the Ho Chi Minh City People's Committee will sign a report, asking for opinions from the Prime Minister, the Ministry of Natural Resources and Environment, and the Ministry of Finance to resolve the issue," Mr. Bui Xuan Cuong informed.
