On the morning of July 14th, the Ho Chi Minh City Department of Health organized the launching ceremony for the 2023 Campaign on Integrated Communication and Service Provision to Improve Population Quality in Low-Birth-Rate Areas.
At the launching ceremony, Mr. Pham Chanh Trung, Head of the Population and Family Planning Department of Ho Chi Minh City, stated that the two biggest challenges the city is facing are low birth rates and a rapid aging population.
With a fertility rate of 1.39 children per woman of reproductive age, Ho Chi Minh City is one of the localities with the lowest birth rates in the country. Given the city's continued economic development, high urbanization rate, and increasing international integration, a persistently low birth rate will lead to many negative consequences such as rapid population aging, labor shortages, and impacts on social welfare.

Furthermore, the proportion of people over 60 years old in Ho Chi Minh City has now exceeded 10%. In 2022, the city had 1.033 million people over 60, accounting for 11.03% of the total population. This figure also marks a milestone indicating that we are rapidly progressing towards population aging.
"This creates increasing pressure on the social security system for the elderly, such as pensions, health insurance, social assistance programs, healthcare, and recreation... The low birth rate and aging population are leading to a decline in human resources, especially young workers," Mr. Pham Chanh Trung informed.
To address Ho Chi Minh City's low birth rate, the health sector is calling on the public to join hands and implement the message "Each family, each couple should have two children." Having two children will contribute to improving the birth rate, extending the period of demographic dividend, and slowing down the aging process.
Simultaneously, it is important to raise awareness among young people about the importance of pre-marital health checkups to screen for, detect early, and treat reproductive health-related diseases promptly.

This campaign was implemented in 159 communes, wards, and towns in the area from July 7th to September 7th with various activities aimed at helping people access quality, safe, and effective services to improve the quality of the population.
Specifically, over 50% of young men and women preparing for marriage will receive counseling and health check-ups; 80% of couples of reproductive age will be provided with information; and the goal is to achieve 100% of the targets for prenatal screening, diagnosis and treatment, pre-marital health check-up, and health check-up packages for the elderly.
