Regarding the issue of bidding for school canteens and parking lots, on the afternoon of August 30, Deputy Director of the Department of Education and Training of Ho Chi Minh City Le Hoai Nam said that the department will issue a document guiding schools to implement in a way that ensures stability and meets the actual needs of schools.
Accordingly, schools that coordinate with joint ventures and associates to organize canteens, parking lots, gymnasiums, and swimming pools according to regulations of the Ministry of Finance must develop a project to lease public assets.
However, the biggest problem currently in the project preparation is related to the valuation of public assets, tax regulations, and land use fees. If implemented in accordance with regulations, the cost of renting premises is extremely high, making it impossible for joint ventures and associations to implement.
"Currently, canteens and parking lots are activities that meet the actual needs of students. Therefore, the Department of Education and Training of Ho Chi Minh City will have instructions for schools to implement the spirit of collecting enough to cover expenses, ensuring operations for the units," said the Deputy Director of the Department of Education and Training of Ho Chi Minh City.
As for school programs (including English, IT, life skills...), schools currently implement many different programs based on the actual needs of parents.
For example, the English program includes academic English and communication English; life skills include motor skills, thinking skills, etc.
After surveying parents' needs, schools allow parents to register. Once registered, classes are opened based on consensus.
"This is an on-demand service that charges students, not a budget operation, so there is no need for bidding but it is based on the consensus of parents," said a representative of the Ho Chi Minh City Department of Education and Training.
According to Mr. Nguyen Tran Vinh, an expert from the Ho Chi Minh City Department of Finance, the Department of Finance recently had a working session with the Department of Education and Training to agree on an implementation plan for schools.
Accordingly, schools can choose one of two options: the school can organize its own canteen and parking lot or bid to select a unit with the function of implementing canteen and parking lot operations to serve and support educational activities for the unit.
The Department of Education and Training of Ho Chi Minh City will draft a guiding document and send it to the People's Committee of Thu Duc City and 21 districts to get opinions before guiding widespread implementation throughout the city.
