HCMC: Proposing additional preferential policies for teachers of disabled children

On the afternoon of September 25, the Department of Education and Training of Ho Chi Minh City held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year for special education.

According to the report of the Department of Education and Training of Ho Chi Minh City, in the 2023-2024 school year, the whole city has 39 special education units. Of which, there are 20 public units (including 3 centers and 17 specialized schools) and 19 non-public units (including 15 centers and 4 specialized schools).

The total number of cadres, teachers and staff working at specialized centers and schools is nearly 700 people.

In Ho Chi Minh City, there are more than 10,000 integrated students at preschools, primary schools, secondary schools and high schools.

Although most units receive attention, direction and support from leaders at all levels in professional work as well as staff care, many units still have small classrooms, no playgrounds or playgrounds that are too small, limiting the organization of educational and training activities for students.

In particular, many schools currently do not have psychomotor rooms, making it difficult to provide psychomotor therapy for children with disabilities; there are no complete textbooks for students with intellectual disabilities at primary level. Printing new textbooks according to the 2018 General Education Program is still difficult due to lack of funding.

In addition, due to insufficient staff, employees are overloaded with work, which more or less affects the overall work efficiency of the unit.

Currently, the special education sector does not have preferential policies for employees working at specialized facilities, affecting the stability of personnel in the units; there is a lack of psychomotor specialists, physical therapists, and early intervention teachers, so the professional activities of specialized schools still face many limitations.

Based on the actual implementation of teaching, the Department of Education and Training of Ho Chi Minh City recommends that the Ministry of Education and Training develop a career guidance and sex education program for students with mental disabilities and students with intellectual disabilities, and at the same time develop a toolkit for life skills education and career guidance for students with intellectual disabilities.

The establishment of private inclusive education development support centers brings many social meanings, helping students with disabilities have more opportunities to go to school. However, the centers need more support policies from the State because of their voluntary social nature.

In particular, it is proposed to add the job of caring for and educating people with disabilities at educational institutions to the list of "List of arduous and hazardous jobs and occupations" to increase preferential regimes and allowances for teachers.

"In the 2024-2025 school year, the special education sector will increase regular professional meetings to promptly grasp the implementation of tasks of units and educational institutions, thereby providing close guidance and timely and practical solutions. At the same time, schools will promote the application of information technology, digitizing education management and teaching", informed Nguyen Minh Thien Hoang, Deputy Head of the Primary Education Department of the Ho Chi Minh City Department of Education and Training.

Speaking at the conference, Deputy Director of the Department of Education and Training of Ho Chi Minh City Nguyen Bao Quoc highly appreciated the efforts of units implementing special education tasks. Every year, the number of children with disabilities studying in public educational institutions is constantly increasing.

Deputy Director of the Department of Education and Training Nguyen Bao Quoc spoke at the summary conference held on the afternoon of September 25.

"Currently, Ho Chi Minh City has a policy of direct admission to public grade 10 for students with disabilities. However, according to the high school graduation exam regulations, only students with severe disabilities are eligible for special treatment. This is an issue that the education sector is struggling with and proposing adjustments in the near future," said a representative of the Ho Chi Minh City Department of Education and Training.

According to Mr. Nguyen Bao Quoc, to improve the quality of activities, special education units need to be more proactive in consulting and proposing support for teaching equipment and facilities from the state budget; improve the quality of training and skills development for teachers teaching integrated students in general schools.

The Deputy Director of the Department of Education and Training of Ho Chi Minh City noted that educational institutions should increase extracurricular activities, sports, and arts to help students develop comprehensively, thereby giving them more opportunities to advance in life.
