TPO – The Ho Chi Minh City Department of Transport has proposed implementing 3 transport projects using BT contracts (payment by deferred budget) according to Resolution No. 98. These projects are expected to be implemented in the period 2026-2030.
The Ho Chi Minh City Department of Transport has just sent a document to the Department of Planning and Investment proposing a list of transport projects applying the BT (build-transfer) contract type according to Resolution No. 98.
According to the Ho Chi Minh City Department of Transport, Resolution No. 98 of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City has a mechanism for investing in projects in the form of build-transfer contracts (BT contracts with deferred payment using state budget capital).
The purpose of this investment mechanism is to enhance the ability to mobilize investment resources from society to invest in key and urgent projects according to the planning in the period when the city budget is still limited, maximize resources from land exploitation, develop urban space, and create momentum for socio-economic development.

Regarding the list of proposed transport projects applying the above BT contract type, the Department of Transport said that after reviewing the Project on developing transport infrastructure for the period 2020-2030, the Project on creating and exploiting land funds and the Plan for implementing TOD areas (urban development with public transport as the center) are being consulted by the Department of Natural Resources and Environment, the Department of Planning and Architecture to the City People's Committee to consider investing in transport projects applying BT contracts passing through the area, the location of the land plots along Ho Chi Minh City Ring Road 3. The goal is to develop transport infrastructure according to the plan and contribute to effectively exploiting land funds, creating revenue for the budget.
Accordingly, the Ho Chi Minh City Department of Transport proposed a list of 3 transport projects applying the BT contract type (payment by deferred budget).
The projects include: Phan Van Hon parallel road construction project (from National Highway 1 to Ring Road 3), Hoc Mon district. The project is 8.5km long, 30m wide, with a total investment of over VND 3,720 billion. This project is expected to be invested in the period 2026-2030.
Next is the project to build a new road to the Northwest (from Ring Road 2 to the border of Long An province), Binh Chanh district. This project is 10km long, 40m wide, with a total investment of more than 5,200 billion VND. This project will be invested in the period 2026-2030.
Finally, the East-West axis road construction project (Vo Van Kiet road extended from National Highway 1 to the border of Long An province), Binh Chanh district. The project is more than 12km long and 60m wide. The first phase of the investment project will clear the land for the planned route at once, build two-way roads, each side 14.5m wide. The project has a total investment of more than 5,776 billion VND, invested in the period 2026-2030.
