Chairman of the Ho Chi Minh City People's Committee Phan Van Mai today (August 29) signed an urgent document to the Chairmen of the People's Committees of Dong Nai, Binh Duong, Long An and Ba Ria - Vung Tau provinces regarding the completion of the pre-feasibility study report for the overall investment project to build Ho Chi Minh City's Ring Road 4.

This move was made after a meeting between the Ministry of Planning and Investment and leaders of the Ho Chi Minh City People's Committee and four related provinces on August 26 regarding the implementation of the above project.

Accordingly, during the working session, Minister of Planning and Investment Nguyen Chi Dung requested the Ho Chi Minh City People's Committee to preside over and coordinate with the People's Committees of related provinces to complete the pre-feasibility study report of the overall Ring Road 4 construction investment project for the entire route with a total length of about 207km.

The dossier will be submitted to the competent authority for appraisal and submitted to the National Assembly for decision on investment policy at the October 2024 session. In particular, the project investment policy will identify component projects passing through Ho Chi Minh City and provinces (Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau) and assigned to localities for implementation, similar to the Ho Chi Minh City Ring Road 3 project.

To promptly implement and meet the urgent progress mentioned above, the Ho Chi Minh City People's Committee requests the Chairmen of the Provincial People's Committees to direct local departments and branches to focus highly and urgently coordinate with the Ho Chi Minh City Department of Transport to complete the dossier to submit to the Ministry of Planning and Investment before September 10.

Ring Road 4 is nearly 207km long, of which Long An accounts for more than 78km, Binh Duong 47.5km, Dong Nai 45.6km, Ba Ria - Vung Tau 18.1km and Ho Chi Minh City 17.3km.

In phase 1, the project will build 4 lanes, with emergency lanes arranged continuously and a median strip between the two directions of traffic... This phase will also clear the land at once according to the 8-lane plan to facilitate future expansion.

The total investment is estimated at over VND128,000 billion, of which construction costs are nearly VND77,000 billion and site clearance costs are over VND51,000 billion. The project is proposed under the public-private partnership (PPP) model, BOT contract (build - operate - transfer).

In April 2024, the Ministry of Transport and the People's Committees of the provinces agreed to propose that the Ho Chi Minh City People's Committee take on the role of focal agency to synthesize the implementation process; preside over and agree with localities to select a general consulting unit; study and propose specific mechanisms and policies applicable to the entire route.

Recently, the Ho Chi Minh City People's Committee reported and recommended to the Prime Minister to propose specific mechanisms and policies applicable to the entire Ring Road 4.
