(Dan Tri) - Ho Chi Minh City has hundreds of old apartment buildings built before and after 1975, many of which are severely damaged and dangerous. The city aims to complete the renovation and construction of these apartment buildings by 2035.
The Ho Chi Minh City People's Committee has just approved a project to renovate and rebuild old, damaged and degraded apartment buildings. The city strives to basically complete the preparations for renovating and rebuilding pre-1975 apartment buildings and apartment buildings built from 1975-1994 by 2030.
Grade B and C apartments built before 1975 will have basic repairs, upgrades, and reinforcements completed.
With 16 grade D apartment buildings (severely damaged, dangerous), Ho Chi Minh City aims to complete the construction of 7 newly damaged, dangerous apartment buildings that have been relocated and dismantled. At the same time, the city will complete the construction of 9 newly damaged, dangerous apartment buildings that have not been relocated or have been relocated in the middle, and additional apartment buildings.
By 2035, the city strives to complete the renovation and reconstruction of old apartment buildings built before 1975; basically complete the renovation and reconstruction of severely damaged, dangerous, level D or expired apartment buildings built from 1975-1994.

According to the project report, Ho Chi Minh City currently has 474 old apartment buildings built before 1975, inspected since 2016. To date, 16 apartment buildings have been identified as level D.
Most of the apartment buildings have deteriorated due to their age of more than 50 years, encroachment and expansion have increased the load but have not been maintained or repaired, affecting the load-bearing structure, causing unsafety. Of these, 467 apartment buildings are 8 floors or less and 355 apartment buildings have a site area of less than 1,000m2.
The apartment ownership situation is complicated, including private ownership, state ownership for lease, along with encroachment and illegal transfer. The technical system is severely damaged, the living environment is unsanitary. Most residents have low incomes and are not fully aware of the rights and obligations of apartment owners or users.
In the 2016-2020 period, the program to renovate and rebuild old apartment buildings achieved some important results, especially in quality inspection and repair, helping to orient the next plan and slow down the rate of deterioration. This success is mainly due to the efforts of the authorities from the city level to the district, county, and Thu Duc city.
However, the overall results have not met the set targets, especially for class D apartments, not meeting the needs of urban beautification and people's expectations.
For apartment buildings built from 1975 to 1994 (1994 apartment group), these apartments have complicated ownership and usage status, and are managed by many agencies and units, causing difficulties in accessing, counting and assessing quality.
The apartments in the 1994 apartment group are located in districts such as District 1, 3, 4, 5, 7, 10, 11, Tan Binh, Tan Phu, Binh Thanh and Thu Duc City. The scale of the apartments is diverse, different in number of floors and area. Of which, 52 apartments are under 8 floors and 33 apartments have a land area of less than 1,000m2.
