On March 24, Nghe An Newspaper published an article “Many traders turn the street into a market in Vinh City” to reflect this painful situation. Immediately after receiving the reflection, the authorities of Vinh Tan Ward, Vinh City held a meeting to proceed with clearing the encroachment situation.

Mr. Nguyen Dinh Thanh - Chairman of Vinh Tan Ward People's Committee said: The ward organized a peak campaign to handle the situation of encroachment of the roadway for business and trading along Le Hong Son Street. Mobilizing maximum forces and means to proactively advise and coordinate with the Management Board of Vinh Market, Dau Moi Market, and Hong Son Temple to focus on clearing violations. This campaign was coordinated by ward police forces, urban order and safety teams, grassroots security forces and related units. In the first days of implementation, the authorities focused on propagating and reminding businesses and small traders not to display goods on sidewalks and roads, obstructing traffic and spoiling the urban landscape.

According to the plan, after 5 days of propaganda and reminders (from April 9), if there are still cases of intentional violations, the authorities will strictly handle them according to the provisions of the law.
