Vinh City allows trading of flowers and ornamental plants for Tet in 8 areas

According to the Vinh City Urban Management Department, the city has issued a document allowing the trading of flowers and ornamental plants for Tet in 8 areas in the city. Specifically:

- Parking area in front of the main gate of Central Park.

- Campus of Provincial Labor Culture House.

- The project land of Hoa Sen Development Joint Stock Company, An Binh Commercial Joint Stock Bank, Nghe An branch on Le Nin Street, Hung Dung Ward and the location of Hung Dung Ward Stadium adjacent to Nguyen Phong Sac Street.

- The land planned for the construction of the Provincial Administrative Center is adjacent to Lenin Street and Le Hong Phong Street.

- Ben Thuy Ward Stadium is adjacent to Ly Nhat Quang Street and Hoang Thi Loan Street.

- Vacant land and parking lots around Vinh Stadium (when there is written consent from the land manager); locations on the land planned for the construction of the church and auxiliary works of Cau Ram Parish (Cua Nam Ward People's Committee coordinates with Cau Ram Parish to unify the organization and management of the flower market).

- Hung Chinh Commune Stadium is adjacent to National Highway 46.

- Soccer fields of hamlets: Kim Trung, Kim Chi, Kim Nghia, Nghi An commune.

Wards and communes are requested to propose to the City People's Committee to add other suitable locations in addition to the above locations (not using sidewalks, roadsides, and curbs of roads for business and trading and can only be implemented with written approval from the City People's Committee).

Vinh City requires these flower businesses to ensure security and order, traffic safety, fire prevention and fighting, and environmental sanitation requirements. The collection of rental fees for business space and vehicle parking at flower markets must comply with current regulations of the State and the city.

Small traders are absolutely not allowed to do business outside the locations permitted by the City People's Committee as mentioned above. If any ward or commune allows business or trading on the road or sidewalk, the Chairman of the People's Committee of that ward or commune must take full responsibility before the Chairman of the City People's Committee.

The process of buying and selling Tet flowers at these locations must protect trees, sidewalks and technical infrastructure works around the area. There must be a solution to ensure that after the flower market ends on the afternoon of February 9, 2024 (ie December 30 of the lunar calendar), the original condition of the land and the environment of the Spring flower market area will be restored and cleaned.

Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said: Currently, Vinh City has directed the People's Committees of wards, communes, agencies, organizations and units with locations to organize the Spring flower market to directly work with companies and management units to agree on temporary use of the premises to organize the Spring flower market of Giap Thin 2024. Well manage the Spring flower markets to serve people shopping during Tet to ensure "Safety - Civilization - Efficiency" throughout the event.

Vinh City also directed the city police, the Urban Order Management Team to coordinate with the People's Committees of wards and communes to propagate, explain, and guide people in buying and selling flowers and ornamental plants for the Lunar New Year of Giap Thin 2024 at the right locations of flower markets, and resolutely handle cases of trading and selling flowers and ornamental plants on the roadway, roadside, and sidewalk. The city police, the police of wards and communes organize lane division, flow division, and guidance to ensure smooth traffic.
