On the afternoon of December 20, the 22nd term of Thanh Hoa City People's Council, 2021-2026 term, opened its 18th session. Speaking at the opening of the session, Comrade Le Anh Xuan, Secretary of the City Party Committee, Chairman of the Thanh Hoa City People's Council emphasized: In 2024, the City People's Council closely coordinated with the People's Committee, the Vietnam Fatherland Front Committee, the People's Court, the City People's Procuracy and relevant agencies to carefully and thoroughly prepare documents, files and necessary conditions to successfully organize the sessions, passing 137 resolutions to decide on important contents on socio-economic, national defense and security. The adopted resolutions have been effective, contributing to the overall results achieved by the city in 2024.
At this session, the City People's Council will review reports of the City People's Committee on the results of the implementation of the socio-economic development plan, the implementation of the public investment plan, state budget revenue, local budget expenditure in 2024 and a number of other important contents. Based on the implementation results, the Secretary of the City Party Committee and Chairman of the City People's Council requested delegates to carefully study the reports, focus on discussing and deeply analyzing the context and characteristics of the situation in 2024, clarifying the achieved results; at the same time, frankly acknowledge the shortcomings, limitations, difficulties and obstacles that need to be focused on removing; find out objective and subjective causes and draw valuable practical lessons.
The Secretary of the City Party Committee and Chairman of the City People's Council emphasized: Implementing Resolution No. 1238/NQ-UBTVQH15 of the National Assembly Standing Committee, Dong Son district will be merged into Thanh Hoa city from January 1, 2025. Accordingly, the City People's Council will be consolidated according to the provisions of law. Therefore, at this session, the City People's Council has not yet passed a resolution on the socio-economic development plan for 2025. According to regulations, this resolution will be passed at the first session of the City People's Council after the merger.

Under the chairmanship of the session, delegates listened to the leaders of the City People's Committee present a summary report on the socio-economic situation, national defense and security in 2024; orientation of goals and tasks for socio-economic development in 2025.

In 2024, the city's economy will continue to grow, with many indicators increasing compared to the same period, making an important contribution to the overall development of the province. Notably, the total production value will reach 81,220 billion VND, ranking 2nd in the province (after Nghi Son town). The growth rate of production value will reach 10.25%, up 2 places compared to 2023, ranking 4th in the province; total retail sales of goods and revenue from service industries will reach 49,117 billion VND, ranking 1st in the province; per capita income will reach 91.17 million VND. State budget revenue will reach a very exciting figure of 4,158.8 billion VND, reaching 141% of the provincial estimate and 118% of the city's assigned estimate. Mobilization of development investment capital will reach 27,973 billion VND, accounting for 20.08% of the province's investment capital.
The trade and service sector continues to affirm its superiority and become the driving force for the development of other economic sectors. In 2024, tourism activities will be associated with festivals and cultural events organized by the province and the city. Thanks to that, the city will welcome 2.56 million visitors, with total tourism revenue reaching 4,800 billion VND.
Economic growth creates a solid foundation for cultural and social fields to continue to progress. Key education and high-performance sports have been ranked among the top in the province for many years. Medical work and health care for the people are focused on. Social security is guaranteed, people's lives continue to improve. The poverty rate has decreased to 0.03%, exceeding the target assigned by the province and city.
Party building and political system building work has been strengthened. The Fatherland Front and socio-political organizations of the city have focused on the grassroots with practical and effective activities.
Representative of Thanh Hoa City Fatherland Front Committee presented the announcement of the city Fatherland Front on the work of the front participating in government building and synthesizing voters' opinions and recommendations.
At the meeting, based on reviewing reports and submissions from the Standing Committee of the City People's Council and the City People's Committee, the City People's Council will discuss and consider approving 10 draft resolutions on socio-economic development.
Exercising the right to supervise according to the provisions of law, the City People's Council will review and give opinions on the 2024 work reports of the Standing Committee of the People's Council, the People's Council Committees, the People's Court, the People's Procuracy, and the Civil Judgment Enforcement Agency.
The City People's Council also listened to the announcement of the City Fatherland Front Committee on the work of the front participating in government building and synthesizing voters' opinions and recommendations sent to the meeting.
