On the afternoon of December 20th, the 18th session of the 22nd Thanh Hoa City People's Council, term 2021-2026, commenced. Comrades Le Anh Xuan, Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, and Chairman of the Thanh Hoa City People's Council; and Le Quang Hien, Vice Chairman of the Thanh Hoa City People's Council, presided over the session.

Comrade Le Anh Xuan, Secretary of the City Party Committee and Chairman of the Thanh Hoa City People's Council, delivered the opening speech at the session.
In his opening remarks at the session, Comrade Le Anh Xuan, Secretary of the City Party Committee and Chairman of the Thanh Hoa City People's Council, emphasized: In 2024, the City People's Council closely coordinated with the City People's Committee, the Fatherland Front Committee, the People's Court, the People's Procuratorate, and other functional agencies to meticulously prepare the necessary documents and conditions for the successful organization of the sessions, passing 137 resolutions to decide on important issues related to socio -economic development, national defense, and security. The resolutions passed have proven effective, contributing to the overall achievements of the city in 2024.
At this session, the City People's Council will consider reports from the City People's Committee on the results of implementing the socio-economic development plan, the situation of implementing the public investment plan, state budget revenue, local budget expenditure in 2024, and some other important contents. Based on the results of implementation, the City Party Secretary and Chairman of the City People's Council requested the delegates to carefully study the reports, focus on discussing and deeply analyzing the context and characteristics of the situation in 2024, clarifying the achievements; at the same time, frankly acknowledging the shortcomings, limitations, difficulties, and obstacles that need to be addressed; finding objective and subjective causes and drawing valuable practical lessons.
The Secretary of the City Party Committee and Chairman of the City People's Council emphasized: In accordance with Resolution No. 1238/NQ-UBTVQH15 of the Standing Committee of the National Assembly , Dong Son district will be merged into Thanh Hoa City from January 1, 2025. Accordingly, the City People's Council will be restructured in accordance with the law. Therefore, at this session, the City People's Council has not yet passed a resolution on the socio-economic development plan for 2025. According to regulations, this resolution will be passed at the first session of the City People's Council after the merger.
Comrade Le Quang Hien, Vice Chairman of the Thanh Hoa City People's Council, delivered a speech at the session.
Under the chairmanship of the session's presiding officer, delegates listened to the leaders of the City People's Committee present a summary report on the socio-economic situation and national defense and security in 2024; and the orientation of goals and tasks for socio-economic development in 2025.

In 2024, the city's economy continued to grow, with many indicators increasing compared to the same period, making a significant contribution to the overall development of the province. Notably, the total value of production reached VND 81,220 billion, ranking second in the province (after Nghi Son town). The growth rate of production value reached 10.25%, moving up two positions compared to 2023, ranking fourth in the province; total retail sales of goods and revenue from service sectors reached VND 49,117 billion, ranking first in the province; and per capita income reached VND 91.17 million. State budget revenue achieved a very encouraging figure of VND 4,158.8 billion, reaching 141% of the provincial target and 118% of the city's target. Investment capital mobilization reached VND 27,973 billion, accounting for 20.08% of the province's total investment capital.
The trade and service sector continues to assert its superior advantage and become a driving force for the development of other economic sectors. In 2024, tourism activities were closely linked to festivals and cultural events organized by the province and city. As a result, the city welcomed 2.56 million visitors, with total tourism revenue reaching 4,800 billion VND.
Economic growth has created a solid foundation for continued progress in socio-cultural fields. High-achieving education and sports have consistently ranked among the top in the province for many years. Healthcare and public health services are prioritized. Social security is ensured, and people's living standards continue to improve. The poverty rate has decreased to 0.03%, exceeding the targets set by the province and city.
Party building and strengthening the political system have been intensified. The Fatherland Front and other political and social organizations in the city are focusing strongly on the grassroots level with practical and effective activities.
Representatives from the Thanh Hoa City Fatherland Front Committee presented the city's Fatherland Front report on the Front's participation in government building and a summary of voters' opinions and recommendations.
At the session, based on the reports and proposals from the Standing Committee of the City People's Council and the City People's Committee, the City People's Council will discuss and consider approving 10 draft resolutions on socio-economic development.
In exercising its oversight powers as prescribed by law, the City People's Council will review and provide feedback on the 2024 work reports of the Standing Committee of the People's Council, the Committees of the People's Council, the People's Court, the People's Procuracy, and the Civil Enforcement Department.
The City People's Council also heard a report from the City Fatherland Front Committee on the Front's participation in government building and a summary of opinions and recommendations from voters submitted to the session.
