Tay Ninh City: Improving the effectiveness of financial autonomy of schools in rural communes

Through monitoring, the collection and expenditure of finances for school activities are ensured to be reasonable and in accordance with regulations.

On the morning of April 2, the monitoring delegation of the Standing Committee of the City People's Council led by Ms. Ho Tuyet Huynh Mai - Vice Chairman of the City People's Council had a working session with Nguyen Van Troi Secondary School, Tan Binh Commune and Hoa Mi Kindergarten, Binh Minh Commune on the implementation of regulations on financial autonomy mechanism of public service units according to Decree 60/2021/ND-CP dated June 21, 2021 of the Government. Attending the delegation was Mr. Nguyen Trung Hieu - Vice Chairman of the City People's Committee.

Accordingly, Nguyen Van Troi Secondary School and Hoa Mi Kindergarten are public service units whose regular expenditures are guaranteed by the State budget. According to statistics, from 2023 to 2025, from the State budget, Nguyen Van Troi Secondary School will be allocated more than 16 billion VND, Hoa Mi Kindergarten will be allocated more than 9 billion VND. In addition, the schools will also collect service fees to support educational activities to improve the quality of teaching and learning.

Through monitoring, in general, the collection and expenditure of finances for school activities are ensured to be reasonable and in accordance with regulations, the amounts paid to the State budget, to superiors and the settlement procedures are ensured to be timely, accurate and complete. The process of collection, expenditure, procurement, and management of equipment and facilities is ensured by the school to practice thrift, combat waste and be open and transparent.

At the monitoring session, members of the monitoring delegation exchanged and contributed some ideas so that the school Boards of Directors could better perform the work of financial collection and expenditure, labor use, payroll, management of socialized revenue sources, etc.

Supervision at Hoa Mi Kindergarten.

The opinions of the members of the monitoring delegation were explained and clarified by Mr. Nguyen Trung Hieu - Vice Chairman of the City People's Committee and the Board of Directors of the schools at the working session.

In the process of implementing the work of mobilizing and collecting socialized fees, schools still face some difficulties and limitations due to the specific mechanism and the inconsistent regulations and instructions from higher levels. The Vice Chairman of the City People's Committee hopes that in the coming time, the City People's Council's monitoring delegation will continue to pay attention, share with the City People's Committee, make recommendations and have solutions for schools to effectively implement the financial autonomy mechanism according to Decree 60/2021/ND-CP dated June 21, 2021 of the Government.

Concluding the meeting, Ms. Ho Tuyet Huynh Mai - Vice Chairwoman of the City People's Council highly appreciated the management of revenue and expenditure of the schools. At the same time, she requested the Board of Directors of the schools to accept the comments of the members of the monitoring team, continue to make efforts to overcome difficulties to improve the effectiveness of financial autonomy as well as teaching quality towards the goal of complete financial autonomy in the future.
