Osaka City (Japan) cooperates to help Ho Chi Minh City become a "green city"

Working together to bring carbon emissions to zero

FD 2024 has the theme “Industrial Transformation: Development Experience and Cooperation Priorities”. At FD 2024, Mr. Takahashi Toru, Deputy Mayor of Osaka City, shared his experience in building Osaka to become prosperous as the economic , cultural and tourism center of Japan.

Osaka City, Osaka Prefecture, is a commercial and industrial center, the "heart" of the Kansai region; it occupies about 7.2% of Japan's area, has a population of about 20 million people, but accounts for 15.3% of GRP and has an economic scale comparable to the Netherlands.

Osaka City aims to realize carbon neutrality by 2050 through “Zero Carbon Osaka”. In addition, Osaka has established a “Digital Transformation” (DX) strategy to redesign the foundation of citizen services and the urban environment.

In the environmental field, Osaka continues to make efforts to address the global issue of climate change by supporting the development of carbon-free cities in Asia and other regions. In addition to business partnerships, in the environmental field, Osaka also cooperates with Ho Chi Minh City in promoting the “Ho Chi Minh City Climate Change Action Plan (CCAP)” based on the “Memorandum of Understanding on the Development of Low-carbon Areas - Carbon Cities in Cooperation between Ho Chi Minh City and Osaka City”.

Also according to Mr. Takahashi Toru, 13 joint credit mechanism (JCM) projects contributing to decarbonization of Ho Chi Minh City have been realized through policy dialogue based on the memorandum of understanding.

Takahashi Toru added that in the “Leading Field of Decarbonization,” Osaka City promotes the use of renewable energy and energy conservation by introducing solar power generation systems integrated with high-efficiency window glass and air conditioning systems. This could lead to the establishment of zero-energy buildings (known as ZEBs), which distribute energy to neighboring buildings, as well as purchasing renewable energy to support the revitalization of areas suitable for renewable energy.

Osaka City has the Osaka Institute of Industrial Science and Technology, which provides technical support to private companies. It operates the Osaka Green Technology Association, which shares information at various forums and exhibitions, and serves as a hub for promoting exchanges between companies, researchers, and other related groups. The activities of the working group are organized to focus on the fields of next-generation batteries and high-speed communications.

In addition, there is the Osaka Innovation Center, which specializes in creating new innovations, providing support related to the formation of business communities and commercialization projects.

Mr. Takahashi Toru also introduced some companies involved in decarbonization, such as: Jikantechno, which manages agricultural waste such as rice husks, which are sources of methane and carbon dioxide emissions. It uses a special production method to convert waste into high-purity carbon and silicon materials. In addition, there is Revo Energy, which focuses on hydroponic rice cultivation and research on how to create biodiesel fuel from cultivated green single-celled organisms called Midorimushi.
