Model of a one-level Public Administration Service Center under the Provincial People's Committee (Decision No. 3916/QD-UBND dated December 30, 2024 of the Provincial People's Committee) , the results of operations at Mong Cai Branch show many initial positive results.
To ensure stable operation according to the new model, the City Public Administration Service Center Branch organized a conference to disseminate and unify leadership and direction; coordinate with specialized departments, agencies, units, and commune-level receiving and returning results departments to unify the development of detailed internal procedures for administrative procedures in accordance with practice, ensuring legal regulations. The Branch proactively coordinated with relevant agencies and units to provide opinions and implement resolutions and plans of the province and city on administrative reform and administrative procedure reform. At the same time, urgently publicly post 100% of the list of administrative procedures, update the process of handling records on the public service page; maintain digitalization of records, results of handling administrative procedures, digital signatures in the electronic environment... Thanks to that, in the first quarter of 2025, the city continued to maintain stability in handling records in accordance with the correct order, handling administrative procedures according to the one-stop, one-stop mechanism.
From the beginning of 2025 to present, the Branch has received 3,003 administrative procedure records (1,963 newly received records, 1,041 records carried over from the previous period); 2,060 records were processed on time and before the deadline. The number of overdue records was mainly due to changes in the name of the unit during the process of issuing and changing the seal, affecting the date of returning the results, or due to system errors that could not be processed on the software. The number of records performing online public services reached 99.9%, mainly in the land sector. Through the survey, the Branch received 3,564 evaluation forms from people and businesses; of which 99.58% of the evaluation forms were very satisfied, 0.42% of the evaluation forms were satisfied, and there were no evaluation forms that were dissatisfied.
The commune-level reception and result delivery department received 2,150 administrative procedure records (1,898 newly received records, 252 records transferred from the previous period); 98.45% of records were processed on time and before the deadline; 83% of records performed online public services; 100% of the evaluation votes from people and businesses were very satisfied.
The Mong Cai Branch aims to modernize the administrative system, ensuring maximum convenience for the people. In the initial stages of implementing the model, the Branch encountered some difficulties and limitations: Some industry-specific management software (social insurance, tax...) did not have a solution to connect and integrate with the common software "electronic one-stop software"; certification procedures in the district-level Justice sector were not synchronized on national public services; facilities and equipment at the unit were degraded, at times not meeting the requirements of the task...
Faced with the requirements and tasks set forth in the new context, the Branch focuses on performing well the task of providing and promptly guiding information and procedures for handling records in a convenient, quick, public, and transparent manner, ensuring convenience, reducing hassle, costs, time, and effort for organizations and citizens; contributing to creating a good, close, and friendly image of state agencies.
The pilot model of the One-level Public Administration Service Center under the People's Committee of Quang Ninh province, phase 1, will be implemented from December 2024 to November 2025; phase 2 will be implemented from December 2025.
