Accordingly, Phong Dien town area: Arrange 12 communes and wards (6 communes, 6 wards) to establish 05 commune-level administrative units (5 wards, including: merging 2 communes of Quang Cong and Quang Ngan of Quang Dien district).

Specifically, merging 3 units (Phong Thu ward and 2 communes: Phong My, Phong Xuan) to establish Phong Dien ward.

Merge 3 units (wards: Phong An, Phong Hien and Phong Son commune) to establish Phong Thai ward.

Merge 3 units (Phong Hoa ward and 2 communes: Phong Binh, Phong Chuong) to establish Phong Dinh ward.

Merge 2 units (Phong Phu ward and Phong Thanh commune) to establish Phong Phu ward.

Merge 3 units (Phong Hai ward and 2 communes: Quang Cong, Quang Ngan of Quang Dien district) to establish Phong Quang ward.

Quang Dien district area : Arrange 11 administrative units to reorganize into 2 commune-level administrative units (Quang Thanh commune is expected to merge with Huong Phong ward, Thuan Hoa district; move 2 communes Quang Cong and Quang Ngan to merge with Phong Hai ward, Phong Dien town).

Specifically, merging 4 units (communes: Quang Thai, Quang Loi, Quang Vinh, Quang Phu) to establish Dan Dien commune.

Specifically, merge 3 units (wards: Long Ho, Huong Long, Kim Long) to establish Kim Long ward.

Merge 6 units (wards: Gia Hoi, Phu Hau, Tay Loc, Thuan Loc, Thuan Hoa, Dong Ba) to establish Phu Xuan ward.

Thuan Hoa District: Arrange 19 existing administrative units (19 wards) and Huong Vinh ward (Phu Xuan district), Quang Thanh commune (Quang Dien district), Phu My commune, Phu An commune, Phu Thuan commune, Phu Hai commune (Phu Vang district) to form 8 commune-level administrative units (8 wards).

Specifically, merging 3 units (Thuan An ward and communes: Phu Hai, Phu Thuan of Phu Vang district) to establish Thuan An ward.

Merge 3 units (Huong Phong ward of Thuan Hoa district, Huong Vinh ward of Phu Xuan district and Quang Thanh commune of Quang Dien district) to establish Hoa Chau ward.

Maintain the status quo of Duong No ward.

Merge 3 units (Phu Thuong ward and 2 communes: Phu An, Phu My of Phu Vang district) to establish My Thuong ward.

Phu Loc district area: Arrange 27 administrative units (23 communes, 4 towns) to form 8 commune-level administrative units (8 communes).

Specifically, merging 4 units (communes: Vinh Hung, Vinh My, Giang Hai, Vinh Hien) to establish Vinh Loc commune.

Merge 3 units (Loc Son town and communes: Loc Bon, Xuan Loc) to establish Loc Son commune.

Specifically, merging 4 units (communes: Hong Thuy, Hong Van, Trung Son, Hong Kim) to establish A Luoi 1 commune.

Merge 4 units (A Luoi town and communes: Hong Bac, Quang Nham, A Ngo) to establish A Luoi 2 commune.

Merge 4 units (communes: Son Thuy, Hong Thuong, Phu Vinh, Hong Thai) to establish A Luoi 3 commune.

Merge 4 units (communes: Huong Phong, A Roang, Dong Son, Lam Dot) to establish A Luoi 4 commune.

Merge 2 units (communes: Huong Nguyen, Hong Ha) to establish A Luoi commune 5.

Thus, Hue city arranged and reorganized the commune-level administrative units to reduce them to 40 communes (including 21 wards and 19 communes), equivalent to 69.92%.
