According to the Department of Education and Training (DET) of Ho Chi Minh City, in the period of 2021-2025, the education sector will be allocated a total of VND 18,288 billion, accounting for 10.6% of the city's total public investment capital. It is expected that by the end of 2025, the whole city will have 2,000 new classrooms put into use, including 1,200 classrooms from public investment capital and 800 classrooms from socialized sources.

When implementing the Project to build 4,500 classrooms, out of a total of 276 projects, 142 projects have been approved for investment policy, 134 projects are still stuck with legal documents. Although departments, branches, sectors and localities have made great efforts and focused on implementation, in general, the progress of the projects is still slow, the number of completed classrooms put into use has not reached the set target.
Regarding the cause, the representative of the Department of Education and Training said that the medium-term public investment period 2021-2025 is greatly affected by changes in the legal system related to public investment issues, planning, land, environmental conditions, traffic, etc.
Many school construction projects are planned on land that requires land acquisition, compensation, and site clearance. The implementation process involves many steps, and prices fluctuate according to newly updated regulations, leading to increased demand for investment capital.
As for investment projects under the public-private partnership model, due to the lack of precedent, regulations and guidelines, there are still many difficulties in attracting investors. The city also does not have attractive incentive and support policies to attract and mobilize social resources.
According to Cao Thanh Binh, Head of the Culture and Social Affairs Committee of the Ho Chi Minh City People's Council, the delay in putting into operation school construction projects increases the pressure on regular budget expenditures, as well as fails to promptly solve the problem of school needs for the people.
Relevant departments, agencies, sectors and units are requested to boldly propose and focus on providing solutions. In the process of removing difficulties, it is necessary to develop criteria and handling procedures for specific groups of projects to ensure publicity and transparency, while speeding up the implementation progress.
In particular, in the context of the whole country streamlining the administrative apparatus, it is possible to calculate the land positions to be recovered for investment in education, taking advantage of human, material and financial resources to ensure the goal of building schools.
To overcome the difficulties, the Department of Education and Training proposed that the People's Committee of Ho Chi Minh City assign the People's Committee of Thu Duc City and 21 districts to speed up the appraisal and approval of projects to adjust the zoning plan at scale 1/2000, 1/500, and the urban underground construction space plan for projects with basements so that the projects can be implemented smoothly.
In addition, the Department of Finance, the Department of Natural Resources and Environment coordinated with the People's Committee of Thu Duc City and 21 districts to review and develop plans to organize and arrange land and housing to increase land funds for investment in education.
In addition, handle the responsibility of investors who have been assigned land by the city and approved investment policies in new residential areas but have not yet fulfilled their investment obligations according to planning commitments.
