With the majority of delegates in favor (97.37% of the total number of delegates), the National Assembly passed the Resolution to pilot a number of specific mechanisms and policies for the development of Ho Chi Minh City.
This Resolution stipulates piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (hereinafter referred to as the city) on investment management; finance, state budget; urban management and resources, environment; priority industries and occupations to attract strategic investors to the city; management of science and technology, innovation; organization of the city government and Thu Duc city.
Regarding investment management, this resolution clearly states: The City People's Council decides to allocate public investment capital to support poverty reduction and job creation by assigning the City People's Committee to entrust the Social Policy Bank, Ho Chi Minh City branch, to implement the lending policy to support poor households, near-poor households, and newly escaped poverty households, and job creation. The City People's Council stipulates the criteria, conditions, levels, contents, forms and duration of support.

The Resolution also decided to pilot the urban development model following the orientation of public transport development (TOD).
Accordingly, the City People's Council decided to use the local budget to implement independent public investment projects to carry out compensation, support and resettlement for investment projects according to separate urban design projects, urban planning projects in the vicinity of stations on railway lines approved by competent authorities, and in the vicinity of traffic junctions along Ring Road 3 within the city to recover land, renovate and develop urban areas, implement resettlement, create land funds for auction to select investors for urban development, trade and service investment projects according to the provisions of law...
In addition, the city also enjoys many financial and state budget mechanisms. Notably, the city budget enjoys 100% of the additional revenue from revenues due to adjustments in fee and charge policies for investment in socio-economic infrastructure and other expenditure tasks under the city budget's expenditure tasks; these revenues are not used to determine the percentage (%) for revenues divided between the central budget and the city budget.
Based on the annual State budget estimates decided by the National Assembly, assigned by the Prime Minister and based on the actual situation of the city, the City People's Council decides on the estimates and allocation of the city budget to ensure compliance with the orientation of restructuring the State budget, socio-economic development and important areas according to regulations of the National Assembly and the Government.
In particular, the city implements a mechanism to create sources to implement salary reform according to regulations. At the same time, the city is also allowed to borrow through the issuance of local government bonds, loans from domestic financial institutions, other domestic organizations and from foreign loans of the Government to the city with the total outstanding loan amount not exceeding 120% of the city's budget revenue according to decentralization.
Regarding the city's organizational structure, the resolution clearly states: The People's Committee of a district in the city has no more than 3 vice chairmen. For wards, communes and towns with a population of 50,000 or more, the People's Committee of the ward, commune and town has no more than 3 vice chairmen. The election, recruitment, management and use of cadres and civil servants working in communes and towns and ward cadres are carried out in accordance with the provisions of the law on election, recruitment, use and management of civil servants and are on the payroll of cadres and civil servants at district level or higher, which are assigned annually.

The City People's Committee has the authority to decide on the establishment, reorganization, and dissolution of public service units under the City People's Committee, ensuring the principles, criteria, and conditions prescribed by law; decide to transfer a number of functions, tasks, and powers according to the provisions of law under the functions, tasks, and powers of specialized agencies under the City People's Committee to other specialized agencies and administrative agencies under the City People's Committee, the People's Committees of districts, towns, and Thu Duc City...
This Resolution comes into force from August 1, 2023.
