According to Mr. Vo Khanh Hung, the organization of collecting fees for cars temporarily using part of the roadway on 20 routes in the area was assigned by the City People's Committee to Thanh Nien Xung Phong Company Limited. Of these, District 1 has 12 routes, District 5 has 3 routes and District 10 has 5 routes. However, from 2021 to 2024, the total amount collected will only reach 22 billion VND, a loss of 2.2 billion VND compared to the amount spent.
Mr. Vo Khanh Hung informed that from 2021 to 2024, there were 362,989 thousand cases of not paying after parking with the amount of money lost up to more than 7.2 billion VND. Of which, in 2021, despite being affected by the epidemic, there were still more than 87,195 cases of not paying for parking; in 2022, this number was more than 102,189 cases; in 2023, there were 112,401 cases and in 2024, although it decreased, there were still 61,204 cases.
The reason for the above situation is that on a series of roads such as Ho Huan Nghiep, Ngo Duc Ke, Phan Chu Trinh, Dong Du, Thu Khoa Huan, Nguyen Cu Trinh, Cao Thang, there are social subjects who proactively approach car owners, arbitrarily guide cars into parking lots to collect money and obstruct employees of the Youth Volunteer Company from collecting money.

Mr. Tran Duy Nguyen, Deputy Director of Thanh Nien Xung Phong Company, said that many organizations and individuals doing business on the route have parking spaces to intentionally obstruct the toll collection, intentionally occupy toll parking spaces, and are ready to quarrel and chase away vehicles when they come to book a space with the reason of obstructing the business premises. Vehicle owners cannot link their e-wallets or bank cards, and in many cases intentionally make it difficult to make payments via the My Parking application, such as not using a smartphone or a phone without a 3G connection. At the same time, the My Packrking toll collection application software is still limited, not meeting the actual needs at the scene in setting up parking spaces... which are also the reasons why people who need to park cannot find a suitable parking space or refuse to pay.
In recent years, the loss from collecting fees for cars temporarily parked on the road has also gradually decreased, by last year, the loss was only 80 million VND. Meanwhile, from the beginning of the year to the end of March, the toll collection unit had only implemented RFID toll collection via traffic accounts on 3 routes, and collected 1.3 billion VND, an increase of 87% compared to before. Therefore, the Department of Transport expects that when implementing toll collection using the above technology on 20 routes from April 15, this activity will no longer be at a loss.
The Department of Transport has requested the City People's Committee to request the Youth Volunteer Company to report in detail on revenue and expenditure during the temporary use of the roadway to collect parking fees; study and propose the installation of a camera surveillance system, handle violations through images as well as closely coordinate with localities and related units in ensuring security and order in paid parking areas.
While the Youth Volunteer Company proposed to continue considering the implementation of a number of toll parking routes, the Department of Transport said that it had reviewed a number of locations with favorable land areas to consider and build temporary multi-storey parking garages. Although this is too late, it still has to wait for the City People's Committee to decide and the Department of Construction to guide.
