In particular, the Ho Chi Minh City People's Committee requested departments, branches, Thu Duc City People's Committee and districts to seriously implement Decision No. 945/QD-UBND dated March 28, 2024 of the Ho Chi Minh City People's Committee on promulgating the coordination regulations between the Department of Education and Training and departments, branches and branches under the Ho Chi Minh City People's Committee, Ho Chi Minh City Tax Department, Ho Chi Minh City Social Insurance, Thu Duc City People's Committee and districts and districts in the state management of education for non-public schools in Ho Chi Minh City.
Also in the above directive document, the Ho Chi Minh City People's Committee requested the City Police to proactively coordinate with localities to grasp the security and order situation, and have proactive handling plans to ensure security and order at Saigon Star International School in particular and non-public schools in the city in general in the coming time.
At the same time, the Department of Education and Training is assigned to continue to coordinate with the People's Committee of Thu Duc City, the Civil Judgment Enforcement Department of Thu Duc City and relevant agencies to ensure the rights of students of Saigon Star International School to soon stabilize their studies.
According to information from the Department of Education and Training of Ho Chi Minh City, Saigon Star International School was permitted to be established by the People's Committee of District 2 under Decision No. 91/QD-UBND dated January 8, 2014 and was permitted to operate by the Department of Education and Training of District 2 under Certificate of registration for extension of educational activities No. 378/GCN-GDĐT dated June 5, 2015 (operating period from April 1, 2015 to March 31, 2020).
Since October 2023, Saigon Star International School has not been granted permission to operate education by the Department of Education and Training and has not been allowed to recruit new children and students due to the unit's legal dispute over land after the Covid-19 pandemic.
At the same time, the Department of Education and Training requested that the school not enroll students in the 2024-2025 school year, but the school still enrolled students.
On October 24, 2024, the Department of Education and Training organized a surprise inspection team to inspect the actual operation of Saigon Star International School (including Saigon Star International Kindergarten and Saigon Star International Primary School). The Department Inspectorate issued an invitation to the legal representatives of the above two schools under Saigon Star International Company Limited to work and handle violations according to regulations.
However, after 4 invitations (November and December 2024), Saigon Star International Kindergarten and Saigon Star International Primary School sent legal representatives but did not show a spirit of cooperation. Therefore, at the working session, the Department Inspectorate could not establish a record of administrative violations against Saigon Star International Kindergarten and Saigon Star International Primary School because according to regulations, the person signing the record with the Department Inspectorate must be the school's legal representative or legally authorized to sign the record. The Department Inspectorate is currently suspending the handling of administrative violations, requiring the unit to send legal representatives to work in accordance with legal regulations.
On December 6, 2024, the Thu Duc City Civil Judgment Enforcement Office issued a notice of enforcement of judgment against Saigon Star International Company Limited, address: Residential area No. 5 (land plots 94, 811, map sheets No. 20, 31, 32), Thanh My Loi ward, District 2 (now Thu Duc City), Ho Chi Minh City.
On December 13, 2024, the Department of Education and Training issued Document No. 8064/SGDĐT-TCCB requesting Saigon Star International School to cease operations and cooperate in executing the judgment. In particular, the Department of Education and Training requested Saigon Star International Company Limited and Saigon Star International School to cease all operations at Saigon Star School at Residential Area No. 5 (land plot No. 94, 811, map sheet No. 20, 31, 32), Thanh My Loi Ward, Thu Duc City, Ho Chi Minh City and coordinate with relevant agencies to execute the judgment in accordance with the law.
Along with that, on December 15, the Department of Education and Training of Ho Chi Minh City issued an official dispatch guiding the implementation of school transfers and receiving students transferred from Saigon Star International School.
In which, the Principal of Saigon Star International Primary School is required to assign personnel and organize the implementation of school transfer procedures; create the most favorable conditions for parents when they come to contact and provide complete documents according to regulations when parents complete school transfer procedures.
Requires principals of general schools to follow the instructions on school transfer of the Department of Education and Training of Ho Chi Minh City, to receive students transferring to other schools at the request of their parents. Heads of the Department of Education and Training of Thu Duc City and districts guide general schools to receive students transferring from Saigon Star International Primary School in accordance with regulations and ensure that the reception is smooth and quick.
