The Ho Chi Minh City People's Committee has just sent an urgent document to Project Management Board 7 (Ministry of Transport) regarding the project to expand the Ho Chi Minh City - Trung Luong and Trung Luong - My Thuan expressways.
According to the document, Ho Chi Minh City has agreed on the scope and scale of investment with the starting point at Cho Dem intersection, expected to be expanded to 8 lanes, with two emergency lanes. Ho Chi Minh City will proactively research and implement the expansion of two connecting routes Tan Tao - Cho Dem and Binh Thuan - Cho Dem to synchronize with the approved planning, optimizing the efficiency of the project.

Previously, Project Management Board 7 sent a document to the Ho Chi Minh City People's Committee and the Ho Chi Minh City Department of Transport to inform about the implementation of the project to expand the Ho Chi Minh City - Trung Luong and Trung Luong - My Thuan expressways. The project is proposed to be implemented under the public-private partnership (PPP) method under the form of a BOT contract, without using state budget capital.
The project is about 91km long, starting at Cho Dem intersection (HCMC) and ending at An Thai Trung intersection (Tien Giang). Of which, the section from HCMC to Trung Luong will be upgraded to 8 lanes with 2 emergency lanes, the section passing through HCMC is about 1.2km long. The section from Trung Luong to My Thuan will have a scale of 6 lanes, with 2 emergency lanes.
The total preliminary investment of the project is estimated at about 32,270 billion VND, expected to be implemented in the period of 2024 - 2028. The proposed investor is a joint venture between Deo Ca Group Joint Stock Company, Ho Chi Minh City Infrastructure Investment Joint Stock Company, and Tasco Joint Stock Company.
According to Project Management Board 7, the two routes Tan Tao - Cho Dem and Binh Thuan - Cho Dem, currently under the management of Ho Chi Minh City, play an important role in connecting with the Ho Chi Minh City - Trung Luong - My Thuan expressway.
However, according to legal regulations, these two routes are not within the scope of investment in expanding the expressway under the PPP method. Therefore, Project Management Board 7 proposed that Ho Chi Minh City consider expanding the two routes to 8 lanes to synchronize with the expressway project in the period of 2024 - 2028.
After receiving comments from the Ho Chi Minh City People's Committee, Project Management Board 7 will complete the project and report to the Ministry of Transport for submission to the competent authority for approval.
