Ho Chi Minh City classifies 1,000 vacant public properties for auction and lease

On the morning of December 10, the 20th session of the 10th term of the Ho Chi Minh City People's Council, 2021-2026, entered its second working day, focusing on discussing issues of concern to voters, such as the waste of land resources and slow-moving projects. Delegates also listened to reports on the situation of group discussions and held a question-and-answer session with leaders of departments and branches.

More than 13,000 public assets are being reviewed.

Director of the Ho Chi Minh City Department of Finance, Mr. Nguyen Hoang Hai said that the city currently has about 13,000 house and land addresses belonging to public assets, of which more than 2,000 addresses are managed by the Central Government and more than 10,000 addresses are under the city's management.

Some notable locations that have attracted great public attention include the guest house area at 1 Ly Thai To (District 10) being handed over by the Ministry of Foreign Affairs, the land plots at 8-12 Le Duan and 2-4-6 Hai Ba Trung (District 1), or the One Central project opposite Ben Thanh market.

To effectively exploit resources from these assets, the Department of Finance has developed a project to analyze and propose optimal solutions. At the same time, a project to conduct a general inventory of public assets according to Decision 213/2024 of the Prime Minister is also being implemented, with the goal of completion by the end of March 2025.

Currently, 95% of public assets in Ho Chi Minh City are effectively managed, but there are still more than 1,000 addresses that have been vacant for many years due to legal and technical problems.

Mr. Hai also added that, within the framework of cooperation with Ho Chi Minh City National University, a group of experts from the University of Economics and Law has coordinated with the Department of Finance to research a project to digitize public assets. This project is nearing completion, with the goal of digitizing all 13,000 house and land addresses to support management and evaluate exploitation efficiency.

"Digitalization will make it easier to identify underutilized addresses and make specific recommendations to improve the situation," said Mr. Hai.

Optimizing resources from public assets

Discussing further on the above issue, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that the city has developed a plan to resolve issues related to public assets, including handling pending cases and unfinished projects. The cases will be grouped specifically to clearly identify responsibilities and handling directions.

For issues under the Central authority, the working group will work directly with relevant agencies to seek guidance. Cases under the authority of Ho Chi Minh City will be thoroughly resolved, ensuring responsibility and transparency.

Ho Chi Minh City is also classifying about 1,000 vacant public properties. Some will be auctioned to supplement the budget, while others can be temporarily leased while awaiting investment.

The city is also studying the rearrangement of administrative headquarters and calculating a shared use plan to improve efficiency. This will not only help reduce waste but also create more resources for socio-economic development.
