This is to properly implement the Central Organizing Committee's direction on arranging public service units in accordance with the practical situation of Ho Chi Minh City. At the same time, restructuring or dissolving ineffective public service units, reducing civil servants receiving salaries from the state budget.
Accordingly, the Chairman of the Ho Chi Minh City People's Committee directed the Department of Education and Training Preside over and coordinate with the Department of Home Affairs and localities to advise on plans to transfer public kindergartens, primary schools, and secondary schools to the People's Committees of wards and communes for management.
At the same time, review the entire system of continuing education centers, vocational education centers, and vocational secondary schools currently managed by districts, propose a plan to transfer them to the Department of Education and Training for management and reorganize them in the direction of providing services according to inter-commune and ward areas.
The Department of Health shall preside over and coordinate with localities and the Department of Home Affairs to advise on plans to maintain or reorganize commune and ward health stations. Propose a model of public health service units under the People's Committees of wards and communes in conditions of suitable area and population, in a streamlined and efficient manner.
Review medical centers and district-level general hospitals, develop a transfer plan to the Department of Health for management.
The Department of Culture and Sports presides over and coordinates with relevant departments and branches to research and advise on the model of a multi-sector public service unit under the People's Committee of wards and communes, with the function of providing essential public service services in the fields of culture, sports, tourism, information - communication, agriculture, environment, etc.
The Department of Construction shall preside over and coordinate with relevant departments and branches to research and advise on a plan to arrange a public service unit with autonomy in regular expenditures (project management board) under the People's Committee of wards and communes to perform public service services in the fields of: construction, land fund development, compensation - site clearance...
If necessary, propose a plan to organize a public service unit under the city-level project management board to provide services in inter-commune and ward areas.
Department of Home Affairs Based on the proposals of the units, advise the Ho Chi Minh City People's Committee to consider restructuring or dissolving ineffective public service units.
Submit plan before April 25
The Chairman of the Ho Chi Minh City People's Committee requested that districts and Thu Duc City proactively propose plans, coordinate with the Department of Home Affairs and specialized departments to review, evaluate, and propose the reorganization of public service units at the district and commune levels, towards appropriate transfer to the ward and commune levels.
Units must submit their arrangement plans to the Department of Home Affairs before April 25. The Department of Home Affairs will submit the overall plan to the Ho Chi Minh City People's Committee for consideration no later than April 28.
