On December 16, the Ho Chi Minh City Department of Education and Training sent a document to the Ministry of Education and Training asking for comments on the 10th grade admission regulations.

Proposal to soon issue regulations on grade 10 admission

The document of the Department of Education and Training of Ho Chi Minh City affirmed: "The issuance of unified regulations on junior high school and high school admissions nationwide is necessary. This regulation will be the basis for the departments of education and training to develop admission regulations suitable for their localities.

This helps the admission of junior high school and high school students to be more open, transparent and meet the requirements of society. Especially in the 2025-2026 school year, the first year of organizing the high school entrance exam according to the 2018 General Education Program.

With the aim of helping to build appropriate regulations and effectively support localities across the country, the Ho Chi Minh City Department of Education and Training proposed that the Ministry of Education and Training give the departments of education and training the initiative in organizing the 10th grade entrance exam.

This includes choosing a third exam subject that is suitable to the characteristics and development needs of the locality; developing regulations for organizing work, invigilation, grading and marking; selecting personnel to participate in the exam and deciding the time to announce the results.

This decentralization helps departments of education and training flexibly adjust exam organization according to the development goals of each locality."

In addition, the Ho Chi Minh City Department of Education and Training also recommended that the Ministry of Education and Training soon issue regulations so that departments can develop enrollment plans, guidance documents, and prepare facilities to create peace of mind for the public and society.

Choose foreign language as the third exam subject

Regarding the draft regulations on secondary and high school admissions of the Ministry of Education and Training, the Department of Education and Training of Ho Chi Minh City commented on Clause 1, Article 12, Chapter III as follows:

"The 2018 general education program is built on the basis of the Party and State's viewpoint on fundamental and comprehensive innovation in education and training, inheriting and promoting the advantages of previous general education programs.

The actual implementation of the program has shown many strengths and improvements compared to before, most clearly focusing more on developing the qualities and abilities of learners.

At the secondary level, Circular 32/2018 clearly stipulates that it is necessary to ensure that students have access to basic knowledge and issues, understand the principles and determine their own orientation, as a basis for choosing appropriate subjects at the high school level to study and research in depth, as a basis for career orientation at the university level according to their own strengths.

Therefore, the decision to have a third exam subject must ensure that it does not affect psychological issues, the review process and the choice of subjects at high school level of students.

The 2018 general education program at the high school level has six compulsory subjects including literature, math, foreign language, physical education, national defense and security education, and history. Of which, foreign language is compulsory for students to study from grade 3 to grade 12; the remaining subjects include natural sciences (physics, chemistry, biology), history, geography, technology and information technology. When entering high school, students may not choose to study them during the three years of study, due to their career orientation. Therefore, randomly selecting subjects other than math and literature leads to students having to take exams in subjects that are not in their orientation, thereby causing psychological "shock" and stress before the exam for them.

The Ho Chi Minh City Department of Education and Training believes that choosing a foreign language as the third exam subject ensures psychological stability and is consistent with the career orientation goals of all students due to the consistent characteristics of the 2018 General Education Program.

At the same time, the choice of foreign language meets the goal set by the Politburo in Conclusion 91-KL/TW on gradually making English the second language in schools; aiming for learners to become global citizens in the future.

Parents are "feverish" about the 10th grade entrance exam

At this time, many parents in provinces and cities across the country said they are "feverish" about the 10th grade entrance exam.

Only a few months left until their children take the tough exams, but the Ministry of Education and Training has yet to issue regulations on middle school and high school admissions. In particular, the draft of these regulations is causing strong reactions from the public regarding the regulation on the third exam subject.

Specifically as follows: the draft regulations on secondary and high school admissions show that the 10th grade entrance exam has three subjects, including math, literature, a third subject or a combined test. The third subject/combined test is selected by the Department of Education and Training, the higher education institution chooses 1 of 2 options and is announced before March 31 every year.

Regarding the third subject: selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.

Regarding the combined exam: selected from subjects assessed by scores in the secondary school general education program.
