Ho Chi Minh City has more than 8,800 land records stuck in tax calculation when the Land Law takes effect.
According to the Ho Chi Minh City Tax Department, only 27 days after the new Land Law took effect, more than 8,800 land records have been stuck in tax calculation at this agency.
Ho Chi Minh City Tax Department has just issued urgent document No. 8679/CTTPHCM-QLD regarding the land tax calculation file being blocked.
According to this agency, since the new Land Law took effect, from August 1, 2024 to August 27, 2024, this agency received more than 8,800 land records, including 346 records of land use fee collection in cases of land use right recognition; 277 records of land use fee collection in cases of land use purpose change; 5,448 records of personal income tax from real estate transfer and 2,737 records in cases where no financial obligations arise (personal income tax from real estate transfer, registration fees, etc.).

In order to promptly resolve the dossiers on calculating financial obligations on land, unify and ensure compliance with legal regulations, the Ho Chi Minh City Tax Department recommends that the City People's Committee promptly issue a decision to adjust the land price list and provide guidance and direction on the application of legal documents on land price lists, land price adjustment coefficients, and land rent calculation percentages so that the Tax Department can promptly calculate financial obligations on land for dossiers arising from August 1, 2024.
In addition, to avoid backlog of records and complaints, affecting the actual needs and legitimate rights of the people, the Ho Chi Minh City Tax Department will report to the General Department of Taxation on the settlement of the above cases of no financial obligations arising when carrying out procedures to grant certificates to people.
