According to the Ho Chi Minh City People's Committee, according to the plan, there are 4 railway lines serving the connection between Tan Son Nhat International Airport and Long Thanh International Airport, including 3 metro lines No. 2, No. 4 and No. 6 and the Thu Thiem - Long Thanh railway line. Currently, the city is studying and prioritizing investment in three metro lines according to specific and special mechanisms and policies approved by the National Assembly in Resolution 188 in February 2025.
According to the current planning, the Thu Thiem - Long Thanh railway is identified as a national railway and passes through two localities (Ho Chi Minh City and Dong Nai province).
Pursuant to the provisions of the 2017 Railway Law, this railway line is under the investment responsibility of the Ministry of Construction; localities are responsible for organizing investment, construction, management and exploitation of urban railways in their management areas.
Also related to this railway line, in the official dispatch dated April 4, Deputy Prime Minister Tran Hong Ha directed the People's Committee of Dong Nai City and the People's Committee of Dong Nai Province to report to the People's Council to assign the People's Committee of the City as the competent authority to implement the project according to the provisions of the Law on Public Investment as proposed by the Ministry of Construction.
According to the Ho Chi Minh City People's Committee, to implement the project quickly and effectively, implementing it in the form of public investment is appropriate.
This is consistent with the viewpoint and objectives identified in the project to develop the urban railway network in Ho Chi Minh City and Hanoi, which has been approved by the Politburo.
Ho Chi Minh City is also focusing resources on investing in 355km of metro according to the project list attached to Resolution 188 of the National Assembly. Therefore, in case of implementing the Thu Thiem - Long Thanh railway (preliminary total investment of nearly 3.4 billion USD) in the form of public investment, the City proposes that the Ministry of Construction report to the Government and the Prime Minister to approve the project investment using the central budget.
Therefore, the City People's Committee requests the Ministry of Construction to preside over and coordinate with the Ministry of Finance,... to report to the Government for consideration and approval of adding the Thu Thiem - Long Thanh railway to the list of projects attached to Resolution 188 of the National Assembly.
Ho Chi Minh City will closely coordinate with the Ministry of Construction to review specific policies and mechanisms, especially in Resolution 188, and propose adjustments and supplements to facilitate the implementation of the Thu Thiem - Long Thanh railway project and other urban railway projects.
The City People's Committee also requested the Ministry of Construction to report to the Prime Minister for consideration and direction on contents including investment form and project investment capital source (in the direction of public investment, using central budget capital).
At the same time, assign Ho Chi Minh City and Dong Nai province to carry out procedures according to regulations, report to the Prime Minister for consideration, and decide to assign the City People's Committee as the competent agency to implement the project.
The Ministry of Construction will soon hand over all existing research results of the Thu Thiem - Long Thanh railway line to the City People's Committee to implement the next steps immediately after the Prime Minister decides to assign it as the competent authority to implement the project...
