Ho Chi Minh City proposes to establish Department of Transport and Public Works when reorganizing the apparatus.

The Department of Public Works and Transport was established on the basis of reorganizing the Department of Transport and receiving the Standing Office of the Traffic Safety Committee, a number of functions and tasks of state management of infrastructure from the Department of Construction.

On February 17, the Ho Chi Minh City Department of Home Affairs sent the Ho Chi Minh City People's Committee a report on the organization of administrative apparatus, specialized agencies, and public service units in Ho Chi Minh City, Thu Duc, and districts.

Accordingly, Ho Chi Minh City currently has 21 specialized agencies, 8 other administrative agencies and 35 public service units. With the new proposal, Ho Chi Minh City will reduce the number of specialized agencies under the City People's Committee from 21 to 16.

In particular, the Department of Justice transferred the Ho Chi Minh City Police to perform a number of state management tasks on criminal records and provide public services to issue criminal records, streamlining and reducing internal organizational units.

The Department of Food Safety continues to maintain the pilot according to Resolution 98/2023, streamlining and reducing internal organizational units. Similarly, the Department of Tourism and the Ho Chi Minh City Inspectorate streamline and reduce internal organizational units.

The Department of Culture and Sports was reorganized on the basis of taking over the state management function of press and publishing from the Department of Information and Communications.

The Department of Finance was reorganized on the basis of merging the Department of Planning and Investment, the Department of Finance and receiving the City Enterprise Management Innovation Board.

The Department of Construction is reorganized on the basis of merging the Department of Construction and the Department of Planning and Architecture.

Transfer the functions, tasks, and organizational structure of the Office of the Coordination of the New Rural Development Program of the City (from the Department of Agriculture and Rural Development) and the Office of the Steering Committee for the Sustainable Poverty Reduction Program of Ho Chi Minh City (from the Department of Labor, War Invalids and Social Affairs) to the Economic Department of the Office of the Ho Chi Minh City People's Committee.

The Department of Science and Technology is reorganized on the basis of merging the Department of Information and Communications and the Department of Science and Technology.

The Department of Home Affairs was reorganized on the basis of merging the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs, taking over the functions and tasks of state management of labor, wages, employment; meritorious people; occupational safety and hygiene; social insurance; and gender equality from the Department of Labor, Invalids and Social Affairs.

The Department of Labor, Invalids and Social Affairs transferred the Ho Chi Minh City Police to perform a number of state management tasks on drug addiction treatment and post-treatment management.

The Department of Health is reorganized on the basis of receiving the state management of social protection, children, prevention and control of social evils; Management and use of the Children's Protection Fund from the Department of Labor, Invalids and Social Affairs.

The Department of Education and Training was reorganized on the basis of taking over the state management of vocational education from the Department of Labor, Invalids and Social Affairs.

The Department of Industry and Trade was reorganized on the basis of receiving the City Market Management Department from the Ministry of Industry and Trade and the Center for Consulting and Supporting the Transformation of Agricultural Economic Structure from the Department of Agriculture and Rural Development.

The Department of Ethnic Minorities and Religions was established on the basis of merging the Religious Committee of the Department of Home Affairs into the Ethnic Minorities Committee.

Ho Chi Minh City Police received some functions and tasks of state management on drug addiction treatment and post-treatment management from the Department of Labor, Invalids and Social Affairs; criminal records and public services of issuing criminal records from the Department of Justice; testing and issuing road motor vehicle driving licenses from the Department of Transport; network information safety and security from the Department of Information and Communications...

For other administrative agencies under the Ho Chi Minh City People's Committee, the Department of Home Affairs proposed to arrange 8 agencies into three agencies.

Including the Office of the National Assembly Delegation and the City People's Council, the City High-Tech Park Management Board and the City Export Processing and Industrial Zones Management Board.

In which, the Management Board of the High-Tech Park, the Management Board of the High-Tech Agricultural Park will be merged and the Agricultural Technical College, the Biotechnology Center and the Aquaculture Center will be received from the Department of Agriculture and Rural Development.

The City Enterprise Innovation Board was transferred to the Department of Finance.

The Southern Urban Area Construction Investment Management Board submitted to the Government a proposal to dissolve and transfer its functions and tasks to the Ho Chi Minh City Urban Development Management Board after merging the Thu Thiem Urban Development Area Management Board and the Northwest Urban Development Area Management Board.

Regarding the City Committee for Overseas Vietnamese and the City Union of Friendship Organizations, the Department of Home Affairs proposed to merge these two agencies and keep the name as the City Committee for Overseas Vietnamese (as proposed by the Ministry of Foreign Affairs).
