According to the 115 Emergency Center, emergency care for stroke patients is still difficult, due to the small number of qualified stroke treatment facilities.

On November 28, the 115 Emergency Center held a three-month review of the implementation of the out-of-hospital stroke emergency quality management program and received the gold medal of the EMS Angles award (a professional award in the field of out-of-hospital stroke emergency quality management).
Sharing at the preliminary review, Dr. Le Nguyen Hoang - Deputy Director of the 115 Emergency Center - said that in the past time, the center has tried very hard to transfer vehicles to the scene of the patient as quickly as possible. However, transferring patients to medical facilities for treatment still faces challenges.
The reason is that the number of medical facilities treating stroke in Ho Chi Minh City that meet world standards is limited and patients need to be transferred to the desired hospitals but are not on the list of treatment hospitals.
According to statistics from the Ho Chi Minh City Department of Health, by 2020, Ho Chi Minh City had 26 medical facilities receiving and intervening in stroke treatment. However, only more than half were recognized as qualified by the World Stroke Organization (WSO).
Statistics in the third quarter of 2024, the 115 Emergency Center provided emergency care to 115 out-of-hospital stroke patients. Of which, the time it took for professional emergency responders to reach the scene of a stroke patient was about 12 minutes.
The rate of hospitals notified in advance reached 99%, and the rate of patients transferred to hospitals ready to treat stroke or qualified hospitals reached 89%.
In addition, the rate of patients whose medical history was taken was 100%, and the rate of patients whose stroke symptoms appeared was 100%.
Thus, the rate of patients transferred to hospitals ready to treat stroke or qualified hospitals is still low, only reaching the gold level out of three levels: gold, platinum and diamond according to the EMS Angels award's criteria for assessing the quality of emergency stroke care.

According to Dr. Hoang, in the coming time, the 115 Emergency Center will continue to promote its role, aiming to build a professional, modern emergency system outside the city hospital and meet the needs of the people.
Here, Dr. Bui Nguyen Thanh Long - Deputy Head of the Department of Medical Affairs, Department of Health also acknowledged the efforts of the 115 Emergency Center in recent times.
He said: “In 10 years of construction, the out-of-hospital emergency network has continuously expanded and improved its quality with the coordination of 31 stations located in public units and 12 stations located in private units, forming 43 satellite emergency stations covering a wide area throughout Ho Chi Minh City, including the waterway emergency station in Can Gio district. The results achieved show the sustainable development of this network”.
Towards perfecting the out-of-hospital stroke emergency process
The EMS Angels Award is a professional award in the field of out-of-hospital stroke quality management, implemented by the European Society of Outpatient Emergency Medicine (EUSEM) in collaboration with the Global Stroke Quality Management System (RES-Q) and the Angels Initiative program.
This award has professional advice from the World Stroke Organization (WSO) and the European Stroke Organization (ESO). The award has three levels including gold, platinum and diamond, aiming to perfect the out-of-hospital stroke emergency process.
