Ho Chi Minh City aims for every citizen to be a digital citizen.
According to the report of the Department of Education and Training of Ho Chi Minh City, the scale of schools in Ho Chi Minh City has covered all 21 districts and Thu Duc City with 5,726 educational and training facilities from kindergarten to university.

Speaking at the ceremony, Ms. Nguyen Thi Le - Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council - said that Ho Chi Minh City being recognized by UNESCO as a global learning city is an honor.
This also demonstrates the world's recognition of the policies, commitments and efforts of Vietnam in general and Ho Chi Minh City in particular in ensuring quality, equitable and comprehensive education, promoting lifelong learning opportunities for all.

Ms. Le also believes that with the cooperation and support from UNESCO and other members of the network, Ho Chi Minh City will continue to develop and grow strongly, becoming a leading educational center in the region and achieving prestige and high rankings in the world's assessments and recognition.
"As a member of the Global Learning Cities Network, Ho Chi Minh City will make continuous efforts to ensure that all citizens have opportunities to learn and develop; and commit to continuing to cooperate closely with other members. Ho Chi Minh City is ready for the journey towards a future where every citizen is a digital citizen, a global learning citizen," Ms. Le pledged.
Deploying the program "UNESCO Global Learning City 2024 - 2030" in Ho Chi Minh City
Present at the ceremony, Mr. Jonathan Wallace Baker - Chief Representative of the United Nations Educational, Scientific and Cultural Organization in Vietnam - shared the joy with Ho Chi Minh City and affirmed that UNESCO believes that Ho Chi Minh City becoming a member of this network is completely consistent with the policy of "the whole country building a learning society, promoting lifelong learning in the period of 2023 - 2030" of the Ministry of Education and Training.

At the ceremony, Mr. Duong Anh Duc - Vice Chairman of Ho Chi Minh City People's Committee - affirmed that Becoming an official member of the UNESCO Global Network of Learning Cities is an honor and a shared responsibility of the nation, community, authorities at all levels, relevant agencies and sectors in preserving and promoting the value of the titles recognized by UNESCO.
Therefore, Ho Chi Minh City determines that the title "Global Learning City" recognized by UNESCO is not only an achievable goal but also a starting point for the next action programs.
At the ceremony, Mr. Duong Anh Duc, on behalf of the leaders of Ho Chi Minh City, launched the implementation of the action program to build a "UNESCO Global Learning City for the period 2024 - 2030" in the city.
"Continue and create fundamental changes in building a learning city and a learning society, ensuring that by 2030 all citizens have equal opportunities to access an open, diverse, flexible, interconnected, and modern education system with many training models, methods, and levels, contributing to promoting human resource development, especially high-quality human resources to meet the requirements of international integration," Mr. Duc emphasized.
Ho Chi Minh City People's Committee proposes to carry out 5 tasks after joining the global learning network
1. Continue to thoroughly grasp and effectively implement the Party and State's policies and guidelines on education and training.
2. The implementation of building a learning city must be associated with the implementation of learning projects.
3. Regularly check and monitor implementation.
4. The content is specifically determined through the determination of performance indicators, appropriate to each agency.
5. Strengthening the application of information technology and digital transformation.
