The Ho Chi Minh City Department of Education and Training has officially sent a second document of comments on a number of proposed changes and additions to the regulations on secondary school and high school admissions of the Ministry of Education and Training. Accordingly, based on comments from the Departments of Education and Training and general education institutions across the city, the Department of Education and Training of Ho Chi Minh City synthesized comments and proposed that the Ministry of Education and Training consider adjusting some contents related to the 10th grade exam from 2025.
Ho Chi Minh City chooses foreign language subjects to stabilize psychology and suit educational orientation
Specifically, in Clause 1, Article 12, Chapter III on the organization of the entrance exam for grade 10 high school, the Draft stipulates that the third exam subject is selected by the Department of Education and Training and higher education institutions from among the subjects assessed by scores in the General Education Program for lower secondary school. The selection of the third exam subject has changed over the years to achieve the goal of comprehensive education in the basic education stage and is announced before March 31 every year.
Regarding this content, the Department of Education and Training commented that the 2018 General Education Program was built on the basis of the Party and State's viewpoints on fundamental and comprehensive innovation in education and training, inheriting and promoting the advantages of previous general education programs. The actual implementation of the program has shown many strengths and improvements compared to before, most clearly focusing on developing the qualities and capacities of learners. At the secondary school level, Circular 32/2018/TT-BGDDT clearly stipulates that it is necessary to ensure that students have access to basic knowledge and issues, understand the principles and determine their own orientation, as a basis for choosing appropriate subjects at high school to study and research in depth, as a basis for career orientation at university level according to their own strengths.
Therefore, the decision on the third subject in the 10th grade exam must ensure that it does not affect psychological issues, the review process and the choice of subjects at the high school level of students; based on the 2018 General Education Program, high school has 6 compulsory subjects including literature, math, foreign language, physical education, national defense and security education, history, in which foreign language is compulsory for students to study throughout grade 3 to grade 12; the remaining subjects include natural sciences (physics, chemistry, biology), history, geography, technology and information technology. When entering high school, students may not choose to study them during the 3 years of study, due to their career orientation. Therefore, randomly selecting subjects other than math and literature leads to students having to take subjects that are not in their orientation, thereby causing psychological "shock" and stress before the exam for them.
On that basis, according to the Department of Education and Training of Ho Chi Minh City, choosing a foreign language as the third subject ensures psychological stability, consistent with the career orientation goals of all students due to the consistent characteristics of the 2018 General Education Program. At the same time, choosing a foreign language meets the goals set by the Politburo in Conclusion 91-KL/TW on gradually making English the second language in schools and aiming for learners with the trend of becoming global citizens in the future.
Proposal to delegate initiative in 10th grade exam
In Clause 6, Article 12, Chapter III of the draft regulation on announcing benchmark scores at the same time as announcing 10th grade exam scores, the Ho Chi Minh City Department of Education and Training suggested that each locality should be allowed to decide when to announce benchmark scores based on the local enrollment characteristics, ensuring the rights of candidates and in accordance with the Ministry's opening schedule.
The Department of Education and Training explained that this is to help localities proactively adjust their enrollment plans to suit the actual conditions and needs of the region. Avoid the situation where a candidate is admitted to many schools and many types at the same time, causing an imbalance in enrollment targets of the schools. Create conditions for high schools to proactively prepare facilities and personnel appropriate to the actual number of students. Ensure fairness in enrollment and optimize the allocation of students according to their wishes and abilities.
In addition to the above comments, the Department of Education and Training recommends that it is necessary to issue a unified national regulation on junior high school and high school admissions. This regulation will be the basis for the Department of Education and Training to develop admission regulations suitable for their localities. This will help junior high school and high school admissions become more open, transparent and meet the requirements of society; especially in the 2025-2026 school year, the first year of organizing the 10th grade entrance exam according to the 2018 general education program.
In order to help develop appropriate regulations and effectively support localities across the country, it is proposed that the Ministry of Education and Training give the departments the initiative in organizing the exam, including: choosing the third exam subject suitable to the characteristics and development needs of the locality; developing regulations on organizing work, invigilation, grading and marking; selecting personnel to participate in the exam and deciding the time to announce the results. This decentralization helps flexibly adjust the organization of the 10th grade exam according to the development goals of each locality. Regulations should be issued soon so that departments can develop enrollment plans, guidance documents, and prepare facilities to create peace of mind for candidates.
