Parents demand debt from American International School Vietnam (AISVN)
Recently, some parents of students at the American International School Vietnam (AISVN) headquartered in Nha Be District, Ho Chi Minh City have denounced and demanded that the school pay tens of billions of dong in debt. The school cited difficulties after the Covid-19 pandemic for the delay in payment and promised to gradually pay the parents after restructuring. AISVN said that the amount owed to parents is an educational investment that the school signed with parents through the "Educational Investment Contract".
After the press reported this incident, the Department of Education and Training of Ho Chi Minh City issued a document requiring private multi-level general schools (with domestic capital) to separate the activities of enterprises and schools in terms of capital mobilization, bond issuance, signing financial investment cooperation contracts, etc.
The Department of Education and Training requires these educational institutions to implement teaching foreign programs after receiving two complete decisions: the decision approving the integrated education program issued by the Ministry of Education and Training and the decision approving educational cooperation with foreign countries issued by the Department of Education and Training of Ho Chi Minh City according to the provisions of Article 9, Decree No. 86/2018 of the Government.
At the same time, these facilities must not advertise and recruit students at locations that are not licensed to operate education; they must recruit students in the correct number according to the annual enrollment quota assigned by the Department of Education and Training.
Regarding tuition fees, private schools need to comply with the provisions of Decree No. 81/2021 of the Government on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.
For kindergartens and general schools with foreign investment, the Department of Education and Training directs that the admission of Vietnamese students must comply with Article 39 of Decree No. 86/2018 of the Government. Specifically, Vietnamese students studying foreign educational programs must be less than 50% of the total number of students studying foreign educational programs at the facility.
Previously, speaking with Thanh Nien Newspaper reporters on the afternoon of September 24, a leader of the Department of Education and Training said that he had assigned the Non-Public Education Department to investigate in advance and that this week, the Department's inspection team would go down to work directly with the American International School Vietnam.
This leader also said that the operating model of the American International School Vietnam is based on the previous private school model and is currently a private school.
