Ho Chi Minh City reconsiders land prices in areas with limited economic conditions

The Department of Natural Resources and Environment of Ho Chi Minh City has received comments on considering land prices in some areas with limited economic and infrastructure conditions and has forwarded them to consulting units for research and evaluation.

The Department of Natural Resources and Environment of Ho Chi Minh City has just provided information at the regular press conference of the City (August 29) about the progress of the land price list construction as well as the results of the consultation.

The Department said that in addition to organizing the collection of opinions according to the shortened procedures (announcement and collection of opinions within 7 days), the City has also conducted 4 additional conferences to collect opinions. At the conferences to collect opinions, the discussions focused mainly on 3 issues.

Among them, the issue that received the most comments during the organization of the conferences was the need to conduct an impact assessment on a number of affected groups focusing on the conversion of land use purposes of households and individuals.

According to the Department of Natural Resources and Environment, in principle, land prices in the land price list must reflect the actual common land prices on the market under normal conditions according to the Party's policy in Resolution No. 18-NQ/TW and the provisions of the 2024 Land Law.

The collection level and collection rate for this obligation will be specified in documents issued by the Central Authority.

The Department of Natural Resources and Environment has advised the City People's Committee to report and recommend the Prime Minister to consider and approve the assignment of relevant ministries and branches to advise, develop and promulgate policies regulating collection levels and rates appropriately when the land price list has been adjusted to suit the actual situation of land prices in the locality.

At the consultation conferences, many opinions also requested that the drafting agency consider land prices in some areas with limited infrastructure, economic and social conditions.

The Department of Natural Resources and Environment said it had accepted this opinion and forwarded it to the consulting unit for research, evaluation and implementation of land price determination in accordance with the actual situation of land prices as well as in accordance with infrastructure, economic and social conditions in areas with limited resources.

The results of receiving comments and adjusting land prices in the Land Price List will be reviewed and appraised by the City Land Price List Appraisal Council in order.

For more information on the roadmap for adjusting the land price list, the Department of Natural Resources and Environment said that according to the provisions of the 2024 Land Law, the roadmap for adjusting the Land Price List includes 3 stages.

In particular, from now until the end of 2025, the land price list will be adjusted to suit the actual situation of land prices in the City.

The second step is from January 1, 2026 to December 31, 2026, the Department of Natural Resources and Environment is carrying out procedures to submit to the competent authority for approval of the policy to implement the Project to develop the Land Price List to be applied for the first time from January 1, 2026 according to the provisions of the Land Law 2024. The authority to approve the Land Price List during this period belongs to the City People's Council.

From January 1, 2027 onwards, adjustments and amendments will be made to the Land Price List for publication and application from January 1 of the following year.
