Hanoi City proposes fines of up to 120 million VND for some traffic violations

(NLDO) - Hanoi City proposes to fine some traffic violations "that negatively affect traffic infrastructure" up to 120 million VND.


The Hanoi People's Committee is seeking opinions from experts and citizens on a draft resolution regulating fines for a number of administrative violations in the field of road traffic.

According to the proposal of Hanoi City, there are 107 traffic violations proposed to have fines increased 1.5-2 times compared to Decree 168/2024.

Notably, the draft proposes to impose fines on violations by individuals and organizations ranging from tens to 120 million VND, specifically:

In addition, the draft Resolution also proposes to increase the fine for violations that lead to traffic accidents. Typically, driving a car on the wrong side of the road or in the wrong lane (lane in the same direction or lane in the opposite direction) is proposed to be fined 8-12 million VND, double the current regulation; driving a car on the road with a blood or breath alcohol concentration exceeding 80 mg/100 ml of blood or exceeding 0.4 mg/liter of breath is proposed to be fined 45-60 million VND, 1.5 times the current regulation.

According to the Hanoi People's Committee, on December 26, 2024, the Government issued Decree No. 168/2024/ND-CP regulating administrative sanctions for violations of traffic order and safety in the field of road traffic such as deducting points and restoring driving license points...

Although the penalties for some violations have been increased, the draft Resolution of the Hanoi People's Committee stated that, based on the city's reality and the situation of violations of traffic order and safety, it is necessary to continue to impose increased penalties for some violations to raise people's awareness of voluntary compliance when participating in traffic. This is to gradually form a traffic culture in the city, control and reduce traffic congestion and traffic accidents.

The Capital Law 2024, effective from January 1, allows the Hanoi People's Council to prescribe fines no more than twice as high as those prescribed by the Government for certain administrative violations in road traffic.
