Closely following the directives of the Central Government, the province, and Ha Long City, focusing on leading and directing the preparation for the organization of Party Congresses at all levels towards the City Party Congress for the 2025-2030 term, implementing seriously, urgently, thoughtfully, and in accordance with regulations. Thereby, contributing to creating a widespread political movement, arousing determination, new spirit, and confidence of cadres, party members, and the masses towards the congress.
Focus on preparing for the model congress
The City Military Party Committee was selected by the Standing Committee of the Military Region, the Provincial Military Party Committee and the Standing Committee of the Ha Long City Party Committee as the venue for the congress for the 2025-2030 term to draw experience and direct implementation throughout the entire Party Committee and the entire army. Up to now, the preparation work has been basically completed, and the congress is expected to be held on February 21 and 22.
Lieutenant Colonel Nguyen Huu Thoang, Deputy Secretary of the Military Party Committee, Political Commissar of the City Military Command, said: The 2025-2030 term is the second term that the superiors continue to choose to organize the congress in advance to gain experience. This is a great honor for the City Military Party Committee. Drawing on experience from the organization of the congress in the previous term, the City Military Party Committee advised the city leaders to mobilize the participation of agencies and units, focusing on thorough and thoughtful preparation, creating all conditions to prepare for the congress early. We have established 5 working groups including the document group, personnel group, propaganda decoration group, security assurance group, and service assurance group to carry out tasks to prepare for the congress. In particular, focusing on directing the completion of the review and making a list of personnel expected to participate in the Party Committee for the 2025-2030 term; developing a personnel plan according to regulations. Up to now, the preparation work has been basically completed.
With the spirit of urgency, seriousness and responsibility, the Party Committee of Hong Hai Ward - the unit selected to organize the model congress has also proactively deployed key tasks, ensuring the success of the Party Congress of the ward. Mr. Luu Manh Tuan, Secretary of the Party Committee of Hong Hai Ward, said: Under the leadership and direction of the Standing Committee of the City Party Committee, the Party Committee of Hong Hai Ward has proactively developed a plan to disseminate to all Party members of the Party Committee. We focus on carefully preparing the plan, drafting outlines, document content, preparing personnel plans, propaganda work, and congress service work. In particular, we pay attention to drafting a political report to submit to the congress. This is the wisdom and dedication, demonstrating the belief and determination of the Party Committee of the ward in the new term, striving to build the ward into a model ward, an ideal destination for domestic and foreign tourists. At the same time, the Ward Party Committee launched a high-level emulation campaign to welcome the congress with specific and outstanding works such as the smart security camera system project with a socialized fund of nearly 1 billion VND and the construction of 2 Cultural Houses (area 7B and area 10) with a total estimated budget of more than 11 billion VND...
Along with the City Military Command, Hong Hai Ward, Thong Nhat Commune and Quang Ninh Thermal Power Joint Stock Company are the party committees selected to organize model congresses. Closely following the directive documents of the Central Government, the province and the city, the preparation work for organizing model congresses of these 4 party committees has been seriously, urgently and thoughtfully carried out by the Party Committees at all levels. Up to this point, 4/4 party committees have basically completed all the records and documents serving the organization of the grassroots party congress for the 2025-2030 term; developed specific plans on time, location, delegates, personnel plan for the Party Executive Committee, Party Inspection Committee; and progress of organizing the Party cell congress. All contents are ensured to comply with regulations and instructions.
Ensure the requirements are met
Identifying the Party Congresses at all levels leading up to the City Party Congress as a particularly important political event, the Standing Committee of the City Party Committee promptly issued a plan to lead and direct the preparation work for the City Party Congress and the congresses of affiliated grassroots Party organizations. Ha Long is the first locality in the country to organize a conference to deploy the plan to organize the Congress and launch a special emulation campaign to welcome the Party Congresses at all levels. The city has established 6 Working Groups headed by members of the Standing Committee of the City Party Committee to monitor, direct, urge and guide units to properly implement the plan to organize the Party Congress for the 2025-2030 term.
Head of the Organizing Committee of the Ha Long City Party Committee Nguyen Hoang Quy said: In order to prepare well for personnel work, right from the beginning of the year, the Standing Committee of the City Party Committee has developed a plan to rotate and mobilize the team of cadres and civil servants of Ha Long City for the period of 2024-2025, focusing on reviewing, screening, selecting and arranging the team of cadres to meet the requirements of the tasks, associated with a step-by-step preparation of personnel for the Party Congresses at all levels, ensuring structure, proportion and quality. This work is identified by the city as an important step, ensuring proactiveness and early stabilization of the source of cadres to prepare for the congress. Along with the work of reviewing and screening the team of cadres, the city is also determined not to include in the candidate list cadres with unstable political ideology, talking a lot, doing little, working half-heartedly, pushing things around, avoiding, not daring to do, afraid of responsibility, and unclear products.
As early as April 2024, the Ha Long City Party Committee proactively established a Document Subcommittee to serve the congress. The early establishment of the Document Subcommittee aims to focus on reviewing and evaluating the results of implementing the targets and tasks set out in the resolutions of the city's Party Congresses at all levels. With the viewpoint of early and thorough preparation, up to this point, the documents of the congress have been listened to and commented on by the Standing Committee of the City Party Committee. In particular, the city has sought opinions from many experts, scientists, Party building committees of the Provincial Party Committee, departments, branches and former leaders of the city. The draft political report of the congress has received attention, focusing clearly on new points, creative points, breakthroughs, and unique features of Ha Long City, summarizing and positioning the development of Ha Long City in the new period...
Along with that, the city has promoted propaganda work associated with launching emulation movements to achieve achievements to welcome the Party Congresses at all levels associated with major national and local holidays in 2025, especially the movement to replace and supplement the system of shade trees, landscape trees, and flowering trees in the area according to the city's orientation. Ha Long City has soon launched a special emulation movement and selected 60 works to welcome the Party Congresses at all levels for the 2025-2030 term.
As of February 7, 2025, the city has 664/772 party cells under 58 grassroots party committees that have completed their congresses. Of which: 46/58 party committees have completed their affiliated party cell congresses. The city party committee directs the party cells and grassroots party committees to complete the organization of congresses from March to June 2025; ready for the city party congress scheduled for August 2025.
With the proactive leadership and direction, careful preparation and determination of the entire political system, it will create an important premise for the city to successfully organize party congresses at all levels towards the City Party Congress for the 2025-2030 term, contributing to building a strong grassroots political system, building a model city, rich, beautiful, civilized and affectionate.

 Mr. Pham Huu Duc, Deputy Secretary of the Youth Union of Bai Chay Ward: "Pay attention to the quality of human resources in the tourism industry" In this term, we highly appreciate the work of human resource development, one of the three strategic breakthroughs of the city. Every year, the average number of employed workers is 7,000-8,000 people and the city has also devoted resources to opening training courses for highly skilled human resources with knowledge, skills and professional responsibility, especially for workers in communes. However, in the context of the increasing number of tourists, especially international tourists, the lack of high-quality human resources will still occur in the tourism industry. Therefore, I hope that in the next term, the city will have breakthrough solutions to solve the "bottleneck" by increasing the organization of soft skills training courses for the community participating in tourism activities. At the same time, promote the application of advanced science and technology in training, fostering and developing human resources, especially focusing on improving vocational skills, foreign languages and professional ethics for the tourism workforce. |
