Ha Long City leads the PAR-Index, DDCI, DTI rankings of Quang Ninh province

Speaking at the opening of the Conference, Chairman of the People's Committee of Quang Ninh province Cao Tuong Huy stated: After 3 years of implementation, Resolution 05 of the Provincial Party Committee on promoting administrative reform, improving the investment and business environment, and enhancing provincial competitiveness in the period of 2021-2025 has truly come into life. The clearest evidence is that Quang Ninh province has led the PCI index (Provincial Competitiveness Index) for 6 consecutive years; led the SIPAS index (Satisfaction index of people and organizations with the services of state administrative agencies) for 4 consecutive years; led the PAR-Index (Administrative Reform Index) for 5 years; led the PAPI index (Provincial Public Administration Performance Index) for 2 years. At the same time, it is the only province in the country to lead all 4 indexes of PAR-Index, PCI, SIPAS, PAPI twice (in 2020 and 2022). Notably, Quang Ninh completed the target by 2025 ahead of schedule, attracting over 5 billion USD in foreign direct investment (FDI). In order to concretize Resolution No. 05, in 2023, Quang Ninh province continues to effectively implement the assessment of administrative reform implementation, improve the investment and business environment associated with digital transformation through the implementation of 5 key indexes: PAR-Index, SIPAS, DDCI (Competitiveness Index at the department, industry, and local level), DGI (District-level Governance Performance Index), DTI (Digital Transformation Assessment Index).

Quang Ninh Provincial leaders awarded Certificates of Merit to 12 collectives with the most outstanding achievements in deploying and implementing Quang Ninh province's indicators in 2023. In which, Ha Long City leads the rankings in all 3 indexes: PAR-Index, DDCI, DTI.

According to the ranking results, Ha Long City has excellently led the rankings of 3 indexes PAR-Index, DDCI, DTI of Quang Ninh province in 2023.

Specifically, the PAR-Index ranking in the local sector is Ha Long City; the sector, office and branch is the Department of Labor, War Invalids and Social Affairs; the central agency sector in the province is the Provincial State Treasury; the public service units under the Provincial People's Committee is the Ha Long Bay Management Board.

In the DDCI Index rankings, the top local block is Ha Long City; the block of departments, branches and sectors is the Economic Zone Management Board and the block of central agencies in the province is the Provincial Customs Department.

The first position of the SIPAS Index ranking for the local block is Cam Pha City; the block of departments, branches and sectors is the Department of Justice and the block of central agencies in the province is the Provincial Social Insurance.

For the DTI Index, the top position in the ranking of districts, towns and cities is Ha Long City; the block of communes, wards and towns is Ka Long Ward (Mong Cai City) and the block of departments, branches and sectors is the Department of Health.

As for the DGI Index in 2023, the top position belongs to Tien Yen district.
