Total State budget revenue for 5 months equals 51.6% of estimate
The General Department of Taxation said that the total state budget revenue in May 2024 managed by the Tax authority is estimated at VND 122,700 billion, reaching 8.3% of the estimate, equal to 137.2% over the same period in 2023. Of which: Revenue from crude oil is estimated at VND 5,000 billion, equal to 10.9% of the estimate, equal to 99.7% over the same period in 2023. Domestic revenue is estimated at VND 117,700 billion, equal to 8.2% of the ordinance estimate, equal to 139.4% over the same period in 2023.
The total accumulated state budget revenue in the first 5 months of 2024 managed by the tax authority is estimated at VND 767,415 billion, equal to 51.6% of the estimate, equal to 114.9% over the same period. Of which: Revenue from crude oil is estimated at VND 24,678 billion, equal to 53.6% of the estimate, equal to 94.5% over the same period. Domestic revenue is estimated at VND 742,737 billion, equal to 51.6% of the estimate, equal to 115.7% over the same period. Domestic tax and fee revenue is estimated at VND 580,208 billion, equal to 53.5% of the estimate, equal to 111.7% over the same period.
There are 13/20 revenue items and taxes that have achieved quite good results (over 50%), including some large revenue items such as: State-owned enterprise sector estimated at 50.3%; foreign-invested enterprises (FDI) estimated at 52.9%; Revenue from non-state economic sector estimated at 57.1%; Personal income tax estimated at 55%; Revenue from lottery activities estimated at 59.3%; Other budget revenue estimated at 54.6%; Revenue from the State Bank's revenue and expenditure difference estimated at 175%; Fees for granting rights to exploit mineral resources estimated at 61.5%;...
Regarding total revenue, 23/63 localities have achieved good progress in implementing the budget (over 50%); while 40/63 localities have achieved progress below 50%. 52/63 localities have increased revenue. 11/63 localities have lower revenue than the same period last year.
The total amount of tax and land rent exempted and reduced in the first 5 months of 2024 is about 31,840 billion VND. Of which, the reduction in value added tax rate according to Decree 44/2023 and Decree 94/2023 is estimated at about 13,600 billion VND; the reduction in environmental protection tax according to the National Assembly Resolution is estimated at about 16,454 billion VND; the reduction in land rent according to Decision No. 25/2023/QD-TTg reduces revenue by about 1,762 billion VND.
Effectively deploy tax management functions
In the first 5 months of the year, the Tax authority conducted 11,406 inspections and examinations, reaching 17.12% of the plan and 77.45% over the same period; inspected 231,276 tax declarations at the tax authority, equal to 144.13% over the same period in 2023.
The total amount of money proposed for handling through inspection and examination is 11,608.64 billion VND, equal to 56.95% over the same period. The total amount of tax paid to the budget is 2,072.93 billion VND, equal to 59.14% of the increase in revenue through inspection and examination.
Tax debt collection in May 2024 is estimated at VND 5,033 billion. Accumulated by the end of May 2024, it is estimated to be VND 37,101 billion, an increase of 7.9% over the same period, of which: Collection by debt management measures is VND 34,550 billion; Collection by debt enforcement measures is VND 2,551 billion.

As of the end of May 2024, the tax authority had issued 7,326 value-added tax refund decisions with a total refund amount of VND 51,642 billion, equal to 30.2% of the value-added tax refund estimate for 2024, equal to 109% over the same period in 2023.
E-commerce activities, digital business, anti-electronic invoice fraud
Statistics from the implementation to May 17, 2024, the number of electronic invoices received and processed by tax authorities is estimated at 7.78 billion invoices, of which 2.16 billion invoices have codes and more than 5.62 billion invoices do not have codes.
As of May 17, 2024, 59,674 businesses have registered to use electronic invoices generated from cash registers, an increase of 47.9% compared to the end of 2023, with the number of electronic invoices generated from cash registers being more than 415.3 million.
Since the launch of the electronic tax registration and payment service via the Etax Mobile application, there have been 1,132,081 downloads and installations.
The General Department of Taxation continues to coordinate with ministries, branches and People's Committees to closely monitor and supervise the implementation of electronic invoices after each sale for petroleum businesses nationwide; requesting Tax Departments to strengthen inter-sectoral inspections, tax inspections and coordinate with agencies to evaluate and improve solutions for issuing electronic invoices for each sale, gradually improving the effectiveness of tax management for petroleum business activities.
Since the implementation of the electronic tax registration and payment service via the Etax Mobile application, there have been 1,132,081 downloads, installations and uses of the application, with 1,752,407 transactions via commercial banks with a total successful payment of VND 4,143.6 billion.
There have been 96 foreign suppliers registered and granted tax codes via the Electronic Information Portal, an increase of 2 new foreign suppliers compared to the previous month. Accumulated to May 15, 2024, the total tax paid directly by foreign suppliers via the Electronic Information Portal is 4,029 billion VND.
