On March 28, Russian media unanimously quoted President Vladimir Putin as proposing to put Ukraine under temporary administration to hold elections and sign important agreements to resolve the current conflict.

Speaking at an event, Mr. Putin emphasized: "In principle, of course it is possible to establish a temporary regime of governance in Ukraine under the auspices of the United Nations, the United States, European countries and our partners," Reuters news agency reported.
This mechanism would help Ukraine “hold democratic elections and bring to power a competent, popularly trusted government” and then Russia could negotiate a peace treaty with the new government.
The Russian leader's above stance seems to reaffirm his previous view that the current Ukrainian government is not a legitimate negotiating partner because President Volodymyr Zelensky is still in power despite his term ending in May 2024.
Besides, the Kremlin leader also affirmed that Moscow supports "peaceful solutions to all conflicts, including the conflict in Ukraine... but not at the cost of sacrificing Russia's interests".
Regarding relations with Washington, according to the Russian leader, his US counterpart Donald Trump truly wants to end the conflict in Ukraine by trying to promote direct dialogue with Moscow. Mr. Putin assessed that this is an approach that is completely opposite to that of his predecessor, US President Joe Biden.
Also in his speech, President Putin declared that North Korea is a partner country with which Russia is ready to cooperate to resolve the conflict in Ukraine.
“Not only the United States, but also China, India, Brazil, South Africa, all member states of the BRICS group of leading emerging economies, as well as North Korea, can be partners for cooperation,” the leader said, expressing his readiness to welcome any efforts to resolve the current conflict in Ukraine.
Putin's statement comes amid deepening Russia-North Korea relations. Officials from both countries are also preparing for a visit by North Korean leader Kim Jong Un to Russia this year.
