Europe
* Russian President Vladimir Putin speaks at the Eastern Economic Forum (EEF): On September 5, at this event, Mr. Putin declared: " US President Joe Biden has withdrawn from the race but has asked his supporters to support Ms. Kamala Harris. This is what we are doing; we will support her."
However, the leader also emphasized, "the choice belongs to the American people and we will respect that."
Regarding the special military operation, according to Mr. Putin, the country's army has increased offensive operations after Ukraine deployed "quite large and well-trained units to the Russian border areas and weakened itself in the main directions", referring to Kiev's campaign to attack the Kursk province in central Russia.
Commenting on this Ukrainian campaign, the Kremlin leader declared that the purpose of this event was to slow down Russia's advance in Donbass but Kiev failed.
Also in his speech, the Russian leader suggested that China, India and Brazil could act as mediators in potential peace talks on Ukraine, noting that a preliminary agreement reached between Moscow and Kiev in the first weeks of the war at talks in Istanbul could serve as a basis for future negotiations.
President Putin also admitted that Russia has not had phone calls with representatives of some European countries and the United States "for a long time" although Moscow does not refuse such contacts. (TASS)
* "Blood change" in the Ukrainian Cabinet: After Foreign Minister Dmytro Kuleba and six other officials resigned on September 4, Ukrainian President Volodymyr Zelensky said that his government needs "new energy" to strengthen state power in many different directions.
So far, the Ukrainian parliament has voted to accept the resignations of all of the above officials.
Ukrainian President Volodymyr Zelensky has proposed to the parliament to appoint First Deputy Foreign Minister Andrii Sybiha as the country's new foreign minister.
* India can play a supporting role in the dialogue on Ukraine, Kremlin spokesman Dmitry Peskov said, stressing the constructive, friendly relations between Indian Prime Minister Narendra Modi and Russian President Vladimir Putin.
With access to both the Russian and Ukrainian presidents as well as the US, the Indian leader could be a recipient of information from both sides of the conflict.
However, Mr. Peskov also noted that so far there are "no specific plans" for a possible mediation mission by Prime Minister Modi because Russia currently sees no preconditions for such talks.
The Kremlin spokesman said that Russia wants to achieve its goals in Ukraine through peaceful means, but Kiev is not ready for negotiations. He reaffirmed that President Putin has always emphasized that Moscow is ready for dialogue and negotiations. (TASS)
* Belarus neutralized targets violating its airspace, suspected to be drones, on the night of September 4, according to First Deputy Commander of the country's Air Defense-Air Force Sergei Frolov.
In a post on its Telegram channel, the Belarusian Defense Ministry quoted Mr. Frolov as saying that all the intruding targets had been destroyed. (Reuters)
* Director General of the International Atomic Energy Agency (IAEA) Rafael Grossi visited the Zaporizhzhia nuclear power plant on September 4.
He assessed the situation at the plant in southeastern Ukraine, currently controlled by Russia, as very "fragile", but the IAEA was trying to stabilize the situation and look into some technical issues there.
Mr Grossi also examined the scene of a fire at one of the plant's cooling towers last month and determined that the fire did not originate in the tower itself, raising the possibility that the area had been attacked. Mr Grossi said the investigation into the cause of the fire was still ongoing. (AFP)

* The Forum on China-Africa Cooperation (FOCAC) 2024 Summit opened in Beijing, China, and will last until September 6.

The defensive exercise involved K-9 self-propelled guns and Chunmoo multiple rocket launchers, firing a total of 390 shells.

Biden’s plan would allow about 500,000 undocumented people who have lived in the U.S. for at least 10 years and married Americans to become citizens and work legally in the country. In addition, about 50,000 people under 21 with a parent who is a U.S. citizen would also be eligible.
However, Texas and a coalition of 15 states with Republican attorneys general sued to end the measures, arguing that the program circumvented immigration laws and that legalizing illegal immigrants exceeded the authority of the executive branch.
* Haiti declared a month-long nationwide state of emergency due to increasingly serious crime and violence.
