At approximately 11:40 a.m. local time on October 2 (5:40 p.m. Hanoi time), President Michael D. Higgins and his wife presided over the welcoming ceremony for General Secretary and President To Lam and the high-ranking Vietnamese delegation on a state visit to Ireland (from October 1 to 3) at the Irish Presidential Palace.

President Michael D. Higgins and his wife welcomed General Secretary and President To Lam at the parking lot; many Irish children waved the flags of both countries.
The Irish Director of Protocol respectfully invited the General Secretary and President to the position of honor; the military band played the Vietnamese and Irish national anthems; the Honorary Captain welcomed General Secretary and President To Lam to the Irish State visit and invited the General Secretary and President to inspect the Guard of Honor. After inspecting the Guard of Honor, General Secretary and President To Lam and President Michael D. Higgins introduced the officials of the two countries present at the welcoming ceremony.

Immediately after the welcoming ceremony, General Secretary and President To Lam and President Michael D. Higgins had a private meeting, then chaired an official meeting with the high-ranking delegations of the two countries; and planted a souvenir tree at the Presidential Palace.
Previously, General Secretary and President To Lam came and signed the guest book at the Irish Presidential Palace.
In the guestbook, General Secretary and President To Lam expressed: “I am very pleased to visit Ireland - the beautiful "pearl island" rich in cultural traditions and very grateful for the warm and respectful welcome that His Excellency the President and the Irish people have given me and the high-ranking Vietnamese delegation.
Despite the geographical distance, with a shared history of long struggle for independence and resilience, Vietnam and Ireland have built a strong relationship over the past nearly three decades since the establishment of diplomatic relations.
With the good results of cooperation, political trust and great potential of the two countries, I believe that the Vietnam-Ireland relationship will develop more and more strongly and effectively.
On this occasion, I wish Ireland continued prosperity and development.
Wishing the Vietnam-Ireland friendship and cooperation to be further strengthened and expanded, for the benefit of the people of the two countries, for peace, stability, cooperation and development in the two regions and the world".

Immediately after the official welcoming ceremony and talks at the Irish Presidential Palace, General Secretary and President To Lam laid a wreath at the National Monument located on Parnell Square in the heart of the Irish capital Dublin, a place to commemorate those who sacrificed for Ireland's independence.
Ireland Vietnam is currently the 6th largest trading partner of Vietnam in the EU market and has a preferential policy. Vietnam is one of two Asian countries receiving development aid, focusing on the fields of education, gender equality, climate change response, support for ethnic minorities, people with disabilities and support for mine clearance... In addition, the two countries are continuing to promote the implementation of the Memorandum of Understanding between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture, Food and the Marine of Ireland.
This is the first State visit to Ireland since the two sides established diplomatic relations. The visit by General Secretary and President To Lam and the high-ranking Vietnamese delegation contributes to enhancing political trust and consolidating friendly relations; promoting cooperation between the two countries, contributing to firmly consolidating the foundations and bases in the relationship between Vietnam and Ireland while exploring new areas and potentials in cooperation with each country, contributing to bringing relations with other countries into depth, substance, effectiveness, and suitability with the new situation.
