As evidence of this, the US President mentioned upgrading relations with Vietnam in 2023. Mr. Biden said: "Last year, in Hanoi, I met with Vietnamese leaders and we raised our partnership to the highest level. It is a testament to the fact that, thanks to the tenacity and the ability to reconcile, today the US and Vietnam can become partners and friends. It shows that even from the horrors of war, we still have a way forward. And things can get better."
Returning to the present, the US leader mentioned the challenges facing the modern world, from pandemics, climate change to conflicts. He said that the task and challenge for world leaders is to ensure that the strength of international solidarity becomes stronger than what is dividing the international community, to uphold the principles of cooperation to overcome challenges, and to maintain order once again. "My fellow leaders, I truly believe that we are at a new turning point in world history, where the choices we make today will determine our future for decades to come." Also on September 24 (local time), General Secretary and President To Lam delivered a speech at the high-level general debate of the 79th session of the United Nations General Assembly.
