On October 24, on the occasion of attending the 2024 BRICS Leaders' Summit in Kazan, Russian Federation, Prime Minister Pham Minh Chinh met with President of the Republic of Belarus Aleksander Lukashenko.

At the meeting, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to the traditional friendship and cooperation with Belarus, which has been nurtured by the leaders and people of the two countries over the past 30 years.
Vietnam always considers Belarus a friend and trusted partner and wishes to strengthen cooperation with Belarus, including promoting delegation exchanges at all levels and through channels to create a foundation for promoting cooperation in all fields.
The Prime Minister emphasized that the two economies can complement each other, and proposed promoting the exploitation of the potential for economic and trade cooperation between the two countries; agreed that it is necessary to review and continue to strengthen the legal basis to meet current cooperation needs.

Belarusian President Aleksander Lukashenko conveyed his congratulations to President Luong Cuong and wished to invite senior Vietnamese leaders to visit Belarus soon; expressed his impression of Vietnam's achievements in socio-economic development, ensuring people's lives, and Vietnam's prestige and position being increasingly consolidated.
President Aleksander Lukashenko agreed with Prime Minister Pham Minh Chinh’s comments and affirmed that, based on the traditional trust relationship, Belarus always attaches importance to and wishes to develop cooperation in all fields with Vietnam. The Belarusian President suggested promoting cooperation in automobile production for export; boosting investment, education, culture, tourism and people-to-people exchange, etc.
The two leaders affirmed to continue close coordination at multilateral forums, especially within the framework of the United Nations and regional organizations in which both sides participate.
