Speaking at the Conference, Ms. Nguyen Thi Lam Giang, Director of the Department of Energy Saving and Sustainable Development (Ministry of Industry and Trade) said that 2024 is a breakthrough year in the activities of the Department of Energy Saving and Sustainable Development (Department of Energy Saving and Sustainable Development) in many aspects, most notably in the content of consulting, policy development, international cooperation activities and areas assigned to the Department for management such as the fields of energy saving and efficiency, sustainable production and consumption, climate change response, green growth and sustainable development.
The functions and tasks of the Department of Energy Efficiency and Conservation are to promote state management activities, manage and support the transformation of economic sectors in the field of Industry and Trade (energy, industry and trade) towards green transformation. The functions of the Department are significantly intertwined and overlapped, and at the same time, they are all unified towards the highest goal of improving the efficiency of using energy resources and minimizing the impact on the environment and society, especially the issue of climate change.

According to the report of the Department of Energy Saving and Sustainable Development (Department of Energy Saving and Sustainable Development), in 2024, the Department has implemented many activities and solutions and achieved high results in the fields of Economical and efficient use of energy; Sustainable development; Response to climate change and Green growth.
Diversity and creativity in activities Using energy economically and efficiently
Regarding state management under the Law on Economical and Efficient Use of Energy, the Department of Energy Efficiency is assigned to preside over and coordinate with relevant agencies to implement state management on 26 legal documents issued at the central level. State management documents on energy efficiency include 01 Law, 02 Decrees of the Government detailing enforcement measures and sanctions, 02 Decisions of the Prime Minister promulgating national technical regulations on energy efficiency control for energy-consuming equipment and 16 circulars stipulating energy consumption rates and measures for efficient and economical use of energy in industries (chemicals, plastics, beverages, etc.), construction, transportation, agriculture, and operational guidance documents for the implementation of regulations on economical and efficient use of energy.
In 2024, the Department of Energy Efficiency and Conservation coordinated with relevant units to draft a proposal for a Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy. It is expected that the draft Law will be submitted to the National Assembly for comments and approval at the 9th Session of the 15th National Assembly (June 2025).
The Department of Energy has submitted to the Ministry's leaders to submit to the Prime Minister Decision No. 1011/QD-TTg dated September 20, 2024 promulgating the List of key energy-using establishments in 2023. At the same time, the Ministry of Industry and Trade has issued 02 Circulars on energy use norms in the plastic, beer and non-alcoholic beverage industries.
Activities to implement Directive No. 20/CT-TTg and the National Program on Energy Efficiency and Conservation 2019-2030 (VNEEP3) have been carried out in a diverse, creative and effective manner from the central and local levels. Accordingly, in 2024, the Department of Energy Efficiency and Conservation organized the implementation of 44 tasks under the VNEEP3 Program. The tasks have been accepted and liquidated and settled in accordance with regulations and progress.
Regarding the management of vehicle and equipment performance and energy labeling, the Ministry of Industry and Trade has issued a Decision on promulgating a list of products for energy performance testing and energy labeling under the management responsibility of the Ministry of Industry and Trade.
Regarding training activities, by the end of December 2024, the Department of Energy Efficiency and Conservation had coordinated with units to organize 28 Energy Management training courses and granted 596 certificates; 03 Energy Auditor training courses, granting certificates to 53 trainees.
Communication work on energy saving and efficiency has achieved many impressive results with many conferences, competitions, and discussion programs attracting strong attention from many different audiences. Radio and television stations, press units from central to local levels actively and proactively propagate policies as well as popularize typical solutions and models in energy saving and efficiency.
Regarding electricity saving, by the end of November 2024, the Department of Energy Efficiency and Conservation had organized and implemented inspections of 09 Departments of Industry and Trade of provinces and cities, 08 enterprises and 02 energy efficiency testing laboratories.

Field of sustainable development, sustainable production and consumption
Sustainable development is an economic development trend with consideration of environmental and social issues. Among the 17 goals of the 2030 Agenda for Sustainable Development issued by the Prime Minister in 2017, goal 12 on ensuring sustainable production and consumption is assigned to the Ministry of Industry and Trade to take the lead in implementing. The Prime Minister issued the National Action Program on Sustainable Production and Consumption for the period 2021-2030 (SCP).
The SCP program provides technical support for industrial manufacturing enterprises (textiles, footwear, ceramics, glass, plastics, etc.) to access new regulations and processes to shift from linear production to circular production models, increase recycling, reuse, use resources economically and efficiently, convert to green technology, and contribute to reducing greenhouse gas emissions.
In 2024, the Department of Energy has advised and submitted to the Prime Minister the Official Dispatch "On actively and proactively implementing solutions to promote circular economy, sustainable production and consumption, and sustainable trade to meet the green policies of the European Union".
The Department of Energy and Natural Resources has organized the implementation of 26 tasks under the National Action Program on Sustainable Production and Consumption for the period 2021-2025. To date, the tasks have been completed and accepted in December 2024. In parallel with the synchronous implementation of solutions, information and propaganda work and the building of a network of organizations and individuals operating in the field of sustainable production and consumption have been promoted. Organizing communication and raising awareness about sustainable production and consumption on central television stations, press units under the Ministry and on the Program's electronic information page.
Climate Change Response and Green Growth
The Government of Vietnam has identified green growth as an important goal, with a strong commitment to achieving the Netzero target by 2050. To achieve this goal, the Government has issued national strategies and action plans on green growth for the 2021-2030 period, with a vision to 2050. On December 14, 2022, the Ministry of Industry and Trade approved the Action Plan on Climate Change Response and Green Growth of the Industry and Trade sector for the period up to 2030, with a vision to 2050. This is an important initial step for the long-term process of contributing to the goal of net zero emissions in Vietnam.
In 2024, the Department of Energy Efficiency organized 03 workshops in the North, Central and South regions to disseminate and guide the implementation of the Circular on technical regulations on measurement, reporting, appraisal of greenhouse gas emission reduction and greenhouse gas inventory in the Industry and Trade sector. The Department of Energy Efficiency coordinated with consulting units to carry out the task of greenhouse gas inventory for 2020 of the Industry and Trade sector, including the sub-sectors of wood, textiles and leather goods, unspecified industry, trade and services, civil, steel and mining. The tasks were completed and accepted in December 2024.
Continuing to implement the Climate Change Response Plan and Green Growth of the Industry and Trade sector for the period up to 2030, with a vision to 2050, the Department of Energy has chaired and coordinated with units in the Ministry to develop a Climate Change Response Plan for 2025 to submit to the Ministry of Industry and Trade for approval in Decision No. 2145/QD-BCT dated August 14, 2024.
In parallel with the implementation of activities, the Department of Energy has participated in a number of activities to disseminate the contents of COP26; Action plan to respond to climate change and green growth of the Industry and Trade sector for the period up to 2030, with a vision to 2050 to relevant subjects and energy enterprises of the Industry and Trade sector.

International cooperation activities
Promoting international cooperation is one of the important solutions to successfully implement the National Program on Energy Efficiency and Conservation for the 2019-2030 period. In 2024, the Department of Energy Efficiency and Conservation has implemented projects including: Project on Promoting Energy Efficiency in Vietnam's Industrial Sectors; Vietnam - Denmark Energy Partnership Program for the 2020 - 2025 period (DEPP3 Program); Project on Promoting Investment Market for Energy Efficiency and Conservation in the Industrial Sector and Supporting the Implementation of the Vietnam Green Growth Action Plan; Vietnam - EU Sustainable Energy Transition Program; Low Emission Energy Program II (VLEEP II).
In addition, the Department of Energy Efficiency has actively attended domestic conferences and seminars organized by development partners and international organizations in Vietnam related to energy saving, climate change and green growth.

Towards the goal of Green Transformation of Industry and Trade
Green transformation of the industry and trade sector is an inevitable trend of development. The transformation is not only a challenge but also an opportunity to build the most effective development strategy for the industry and trade sector.
To achieve this goal, in 2025, the Department of Natural Resources and Environment will promote the implementation of the following tasks:
- Continue to preside over the research and completion of the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy on schedule. Focus on increasing support for enterprises in converting production technology through the establishment of a Fund for Economical and Efficient Use of Energy, and strengthening management and supervision to reduce energy consumption in industrial sectors. At the same time, research and review Decree 21/2011/ND-CP dated March 29, 2011 on guiding the implementation of the Law on Economical and Efficient Use of Energy.
- The Department of Energy Efficiency and Conservation considers the proposal to develop circulars on energy consumption norms for the paper and steel industries, Circular on technical and economic norms for energy-saving and efficient use activities, Decision to replace Decision 04/2017/QD-TTg of the Prime Minister on the List of means and equipment required to have energy labels, apply minimum energy efficiency levels and implementation roadmap.
- Continue to promote communication activities, inspection and supervision of the implementation of regulations on economical and efficient use of energy as well as Directive No. 20/CT-TTg of the Prime Minister.
- Deploy tasks in 2025 to implement the National Action Program on Sustainable Production and Consumption for the period 2021-2030, including contents such as: Focusing on improving financial issues to promote enterprises to produce according to the circular economic model; Prioritizing technical support for export-oriented industries such as textiles, footwear, plastics, electronics, packaging, etc. in response to market regulations related to the circular economy, green regulations, and sustainable product passports; Building and forming a sustainable development network to support enterprises in sharing knowledge and experience in meeting market requirements in implementing sustainable solutions for enterprises.
- Implement the Action Plan to respond to climate change and green growth of the Industry and Trade sector until 2030, with a vision to 2050. Organize inspections of the implementation of technical regulations on measuring, reporting, assessing greenhouse gas emission reduction and greenhouse gas inventory of the Industry and Trade sector. Organize conferences, seminars and training courses in localities for relevant parties on new contents related to climate change and green growth.

At the Conference, representatives of officers implementing programs and projects managed by the Department and representatives of Departments, Institutes, and Schools shared their opinions and contributions to increase the effectiveness of coordination and collaboration as well as towards better implementation of tasks in 2025.
Specifically, Mr. Tang The Hung - Deputy Director of the Department of Electricity and Renewable Energy, Ministry of Industry and Trade, highly evaluated the implementation results in the field of energy saving. Particularly for the two fields of climate change and green growth, although the implementation of activities needs to be coordinated with the Ministry of Natural Resources and Environment, the Ministry of Planning and Investment and other sectors, the Department of Energy Saving and Conservation still completed the assigned tasks well according to plan.

Mr. Trinh Quoc Vu - Deputy Director of the Electricity Regulatory Authority highly appreciated the coordination between the Electricity Regulatory Authority and the Department of Energy Efficiency in implementing the electricity load adjustment (DR) as one of the electricity demand management programs, contributing to ensuring continuous, stable and safe electricity supply, while limiting incidents on the power system and improving service quality. Mr. Trinh Quoc Vu also emphasized that the tasks in the coming period are heavy, so the Department of Energy Efficiency needs to coordinate with relevant units and ministries to implement synchronously and effectively.

Concluding the Conference, Deputy Minister of Industry and Trade Nguyen Hoang Long highly appreciated the results achieved by the Department of Energy Efficiency in 2024, especially in the context of difficulties in human resources and energy saving, green growth is a difficult field.
The Deputy Minister said that in 2025, the focus will be on the task of developing and amending the Law on Economical and Efficient Use of Energy, so it is necessary to focus human resources and resources on implementation.
Regarding the Just Energy Transition (JETP) mission - one of the new missions and a large workload of the Department of Energy Efficiency and Conservation in 2025. Therefore, the Department needs to coordinate with relevant parties to strongly deploy and promote activities in the coming time.
“The country is entering a new phase, a phase of national development. Energy saving and sustainable development need to have remarkable development and need to introduce breakthrough policies, bringing benefits to the country. Regarding communication activities, we have done well and need to do better, spread more widely in the coming time,” Deputy Minister Nguyen Hoang Long emphasized.

Regarding the JETP task, the Department will closely coordinate with relevant ministries and the United Nations Development Program (UNDP) to successfully complete the assigned tasks according to the plan. "In the future, with the direction and leadership of the Ministry's leaders and the coordination of relevant units, the Department of Energy Efficiency and Conservation will promote the spirit of solidarity, proactiveness and creativity to successfully complete the assigned tasks," Ms. Nguyen Thi Lam Giang believes.
